Its probably to be expected, you have a CPU on the lower end of the scale, and you could probably do with more ram. As long as you are getting good framerate then i wouldnt worry about it.

It should be at or near 100%. If it isnt, then your CPU is limiting your performance.

You can make self extracting archives using 7zip, so people should be able to download your asset folder as an exe, run it, and then drag and drop the created extracted folder into the pre existing texture folder. With good enough instructions anyone should be able to do it pretty easily.
