    200$ won't be possible.
    XSPC EX280 Dual 140mm
This reservoir looks like what you wanted
A strong pump for multi GPU/CPU loop    If you want to make two different loops later on you could get another pump that is cheaper but that's up to you.
Add a cheap and good looking CPU block.
Add good looking fittings - I'd recommend 3/8"-1/2" compression fittings.
Add some PrimoChill or masterkleer tubing.
    Add some good coolant/mayhems.

You could end up with right about 300$.
If you'd like a bay-res you could go for a xspc kit or something.

PrimoChill LRT Advanced Tubing or MasterKleer tubing.

Use EK fittings if you just want cheap fittings that work and look good.

    ID 1/2 OD 3/4

It doesn't really matter tbh but those are the two most popular sizes.

I doubt you can fit a HDD behind the back plate.

You can fill the res by using a tube and a funnel or simply pull the res out a little bit and leave some slack in your tubing so you can pull it out to fill it.
