Try going into your bios and seeing what the Fan curve looks like. Did you build this rig yourself or was it a prebuilt? If you didn't build it someone may have set the fan curve so it does this to stop noise.

Alright, You can always go to a major home security company and have them install the system, with sensors on widows and doors, the Thing is is that you don't need to Pay for the 24/7 home monitoring and calling the cops from their part ECT. Just the noise of an alarm going off when they break in will scare away intruders.

TLDR. Pay for a big home security company to install their system but don't subscribe to their services.

That is a PWM model so you may not need that one, but it does support non-pwm fans.

Pulse Width Modulation. Basically allows the system to automatically control the fans. 4 pin fans are PWM fans, so you'd need those, 3 pin fans would still work, but do not support PWM. 

3 pin fans can still be controlled via voltage tho. there should be a setting in the bios where you can switch between PWM or voltage control. 
 
keep in mind that only ONE fan on a splitter can have RPM read out. 

Most AIB 480s have great thermals and great power delivery. no noticeable differences there
pick the cheapest one.

The one that looks the best? They are all very similar, so just get which ever one happens be on a good deal for your area.

Uninstall drivers with DDU and reinstall the latest drivers

Notepad default saves in your most common used folder, I believe. If not that, then desktop or documents.
 
One thing you can do is go to your start menu, and if Notepad has a little arrow next to it, hover over it and right-click on one of the documents it displays in that menu. Click on "explore" or "open file location" and it should take you to that file's folder.

where ever you saved them

go back into notepad, click save as and then it'll be where your default folder for it is
