Unless you're playing AAA titles at max settings at 1440p there is no way the 970's 4GB VRAM (3.5) is going to be fully utilized. Most 1080p games  don't need more than 2 gigs (some exceptions may be there) and for 768p unless you are planning to upgrade your monitor in the near future there is very little reason to invest in a 970. A 950,750ti. even a 650ti will more than cut it even on a 1080p monitor. I use a 650ti for gaming and I max out most of my games at around 40-50 fps sometimes 60 (I don't play many AAA titles) . DSR could be a good reason to buy a 970 though I am not very knowledgeable about it so can't say anything more.

970 will comfortably play games on 1080p 60fps High/Ultra.

You're going to be looking at budget cards if you need a single slot air cooler. They technically support 4K. However, there's no HDMI 2.0 equipment out there as far as I know, but HDMI 1.4 supports 4K@30Hz.

if you dont wanna game then your motherboard's built in gpu should be able to handle 4k?

Honestly, a few months back, sure, maybe it'd make sense to debate this. And sure, new stuff is always around the corner yada yada, but this time... seriously, wait! Not necessarily gonna do the whole 1070/1080 spiel, but wait for both Polaris and Pascal.
 
Also, if you're considering the new NV stuff, don't even look at the Founder's Editions, as is the case with reference boards/coolers, you'll be throwing your money away at gimped versions of the hardware. So basically wait for 1080/1070 AIB cards (3rd party vendors Gigabyte, Asus, EVGA, and so on), wait for some proper polaris results, and then make your informed bang for buck decision.
