IIRC they're toe-to-toe in benchmarks, win some lose some.
The 1060 power consumption is a bit lower though (around 50-60W difference).
Anyways, I'd prefer the RX580 because FreeSync is a cheap feature.
If you don't have a FreeSync monitor now, you can always get it as a cheap upgrade in the future

RX 580 is generally about 5% faster. if you have/can buy a freesync monitor that will make the 580 a very clear winner.

Hi! thanks for your suggestions. From what I've read it looks like my friend will need to spend some time running around Akihabara if I wanted to get cheaper parts.
AmazonJP, Yodobashi, and Bic listings are more-or-less similarly priced to what I can get locally.
Given that, I've decided to just buy all of my parts locally. To be specific I was trying to look for a cheap RX580.
Anyways I'll try your suggestions when it's my turn to go to Japan. Thanks guys!

Last time I was in Japan, I didn't find PC parts to be cheaper than buying from etail stores in the US. That being said, your location is listed as the Phillipines, so if near-US prices are cheaper than what you can get locally, I'd say go for it.
Regarding what you said about miners: I'd imagine there are a lot in Japan, considering you can go to brick-and-mortar crypotcurrency exchanges in Tokyo. Not sure how much this affects pricing though; I haven't shopped for PC parts in Japan recently.
It might be interesting to look at pawn shops/ thrift shops. Some stores I can think of off the top of my head are Hard-Off, Mandaishoten, etc. For example, I was able to buy a used arcade stick for ~3000 yen. There was a decent amount of PC parts as well, but I didn't take a look at prices.
As MimigaKing has mentioned, Akihabara has many electronics stores around the station. I usually buy hobby electronics parts there though (as opposed to PC parts).

If you do decide to go for an RX 560, be careful. It looks like AMD has cut down the stream processors in some models.

Hi! So just less than a month ago my Gigabyte H170N-WiFi (sort of) died.
Basically the USB controller got fried but the thing still boots as if new. Sadly without USB, it renders the PC unusable.
I bought it used btw.
As soon as it died, I ran out to buy a new orange-r Gigabyte B250N Phoenix-WiFi and tbh, I couldn't be happier with my decision. The extra USB ports was a really good upgrade.
I asked the local Gigabyte FB page if the old board was still good for an RMA. No reply.
Soo back to the old board, as I was packing it up (to send it for an RMA and maybe resell it), I accidentally bent the pins.
It was a stupid mistake really.
I assumed that it was basically dead now and it'd be impossible to RMA so I sold it for scraps and told the buyer that maybe if he could unbend the pins he could RMA it himself.
Then a weird thing happened. A day after I sold it, Gigabyte replied that the serial# on the board was still good for an RMA.
I told them I accidentally bent the pins and sold it off to some guy.
They then replied, It's okay we also accept bent pins. Only GIGABYTE accepts burnt chips, oxidized and bent pins.
I'm like, WHAT.
So is this true? Just, you know. For future reference.

also got mine from school (college). they gave us dreamspark accounts (now discontinued) and in the accounts were keys to multiple microsoft products INCL. windows 7.
when Windows 8 launched they also released it FOR FREE on our dreamspark accounts
so I have a Windows 7 (now upgraded to 10) and a Windows 8 Key. all I did was fill out the signup sheet

Go with the advice from the guy that can spell advice. I chose an RX480 over the 1060 before I upgraded. And I didn't regret it.
I hate to say it but your comparison here is also not valid because you're the only one saying that you've had problems with all of your AMD cards.
Either you or the person you are talking to are lying, ATi/AMD haven't been making GPU's for 30 years.
