Just my own nosey two cents... you don't have to listen if you don't wana...
1) Drop the hyper 212 evo... the stock AMD cooler will be just fine for this build.
2) Find a cheaper case
3) use the money you just saved from steps 1 and 2 and get a better monitor.

That's the best way to go about it. I get that people are trying to help, but if the other person doesn't want help, it's not worth spending energy on it. If they want to waste their money or time, it's on them.

So like, 2ish years ago, I built an inside joke PC. Basically my best friend was like: Betcha cant slap a PC on a drying rack.
I did better.
Anyway, Ryzen test bench using spare parts I had laying around, and a plate rack for storing plates.

500gb Crucial P1
The original build was based on the AM3 socket and had 8gb of 1066mhz DDR3 and a GT 730. Id take this as an upgrade ngl.

Howdy all, finally close to finished with this system after working on it for most of this year, just in time for 2021.
Started the year off doing 3950X, motherboard, ram etc paired with my old faithful SLI 1080Ti's but with SLI dying more and more, it was finally time to get crippled financially and go big on GPU. Also figured I would jump on the newer gen CPU since I plan on keeping this one for a while. Last of the water cooling bits arrived just in time for Christmas holidays so a friend and I threw the last bits in last night.

Thinking about a few more tweaks to the layout in the new year, but going to be a while until the parts are in. Now........ I just have to get around to painting the cracks in here while i have the time off over Christmas, not keen.

I use to play MMOs like WOW, ESO and Arc Age... i was in a big really cool and active guild... I had hours a day, everyday to play and level up and gear up...
I only play a couple of times a month now... I have to play quick one time sessions now... MOBAs really fit into that... every game everyone starters at the same level and gear and over the course of 30 - 60 minutes you level up, gear up and then its over. Smite is my favorite MOBA I find it much more enjoyable than LOL or DOTA.
I also play Total War: Warhammer II... its a game I can play at my own pace... if I have to get up and do something I'm not leaving a team short while I go AFK...
Also Oxygen not Included and PUB G for the same reasons...

CL15 @ 3000 = 10 nanoseconds latency
CL16 @ 3200 = 10 nanoseconds latency
CL18 @ 3600 = 10 nanoseconds latency
So the absolute latency is the same, since that is a function of the CL number and the frequency.

latency is the same for all, in which case the higher frequency of the 3600 gives it an advantage. that's if the cpu can actually run the ram at 3600.

Agreed. Latency being the same means frequency (=speed) wins.
To give a bit more info: The CAS Latency number is expressed in number of clock cycles. Higher frequency = clock cycle is faster = absolute latency is lower.

@OP For completeness I will point out that the real clock frequency of the ram is half of what the effective clock is. So 3600MHz ram is actually running at 1800MHz but because it is double data rate so you get 2 bits per clock cycle so double your effective clock.
So to calculate CAS latency you would use the real clock and not the effective clock.

CAS latency is only one of many timings though, and the large array of others also have some influence in overall results.
Still, depends on the software being run, some scale better with overall latency, some scale better with overall bandwidth. I'm not up to speed on what modern games do when it comes to that behaviour. Differences are minor and it isn't going to make or break a system.
