Well I got my 480 down from 1150Mv to 1062Mv, which I played an hour of Dishonored Death of the Outsider at with no problems so I'm going to call that stable. Even going 2Mv lower to 1060Mv makes my screen flash red occasionally in 3DMark so I reckon 1062 is the best I'll get... thoughts?
 
EDIT: Also my system hard-locked up after I benchmarked at 1060, so definitely unstable...

For fan profile - been there done that, I've got it pretty much as good as it will get.
For undervolting, I could do, but it's not something Ive ever done before and it seems like it could be time consuming.
I've literally said that I'm open to the idea of buying a new card, they're not forcing anything. Right now, you're actually being more forceful than they are.

The performance is secondary here. What I'm really after is a quieter, cooler card, which the 1070 should be. Any performance gain, however slight, is a bonus.

I got it about a week and a half ago and I've already finished it twice and am planning my third playthrough  Performance issues notwithstanding, it's an outstanding game, you should love it. It doesn't seem to run as badly as it used to (I stay mostly above 60fps at Medium with some antialiasing with a 4690K+RX480 @ 2560x1080)
 
The latest patch was suspicious though. Came out at almost the same time as Denuvo being cracked and the changelog was just "various optimisations"...

Well, that sucks. I guess you can try to botch in a serial connector and hook it up to your pc to flash a new firmware, sometimes that's an option.

While obviously not ideal, I suspect it just thermal throttled. I recall NVIDIA GPUs tolerating up to 100c ... (It's actually 105c -- so you are fine)
