I am using 90% but my cpu is at 30%. This is a CPU based game isnt it? Could this be because I undervolted my cpu? I made it go down by -150

I have a 75k city i havent played on in a couple months and in the timespan i downloaded plenty of mods and assets so that count was at 3300. When I went back into my city for the first time, my fps was constanly <10. This is from a constant >60 when I had previously played on this city. I uninstalled a bunch of mods and assets till i was at about 400 and the problem was still there. At this piont I had less assets than I had before I went on my subscribing spree, so this shouldnt be happening. I created a new city and right of the bat I had 30-40 fps which definitly should not be happining. I am playing on my MSI GS63VR that has 16GB, a 6700HQ and a 1060. I was downloading a new OW patch when it peaked out at ~3.5 MBs when it slowly dropped down to 0 bytes. This would happen everytime I would restart the Blizzzard app. Wierd thing is, when I was updating other games in steam, download speeds peaked at ~8.5 MBs which is usual. After the patch I played and ping was always over 100, dipping down to 45 for a second every minute. Everything was fine a week ago and when I did a speed test I got mixed results. At 50 - 60 MBs download and 5-10 MBs upload, ping is at 100 - 300. When download is below 10 MBs I get normal ping at 20-30. https://imgur.com/a/fhjsn I havent tried steam games or my desktop to see if its the same or normal. Suggestions?

I can use discord and other apps like that but when I launch games and try to talk it wont let me. I also cant hear others when they talk. In the games that make a sound or show your icon when u press the mic, I can see or hear that but my voice doesnt go thru. Is there any fix to this?

My cpu idles at around 70 and my gpu idles at 50, while using a laptop cooler, Normal?

I recently bought the g230 headset a month ago and about a week ago when I would start up some programs and games, i would get a very load static sound in my right ear for a second before it would go away. And then in the middle of the games, there would be this static noise that would change pitch after it would play for a few seconds, and this would go on for about a minute before I could hear everything again, but my mic would stop working. Is there a fix to this?

there was a bios update but it didnt fix the problem sadly

I have a MSI GS63VR with the 1060 version, and for the first few months this laptop worked perfectly and averaged about 77 degrees celsius. A couple weeks ago it would start throttling at that temp and wouldnt stop till i was down to 65 C and my fps in all games would go down to around 10-15. Is there anyway to fix this other than replacing the thermal paste inside cause this laptops insides are hellish.
