Background updates often take 50-100% CPU, there are plenty of things the OS does in the background, everything from OS changes, drivers, security scans, etc.
Maybe it's time for OP to do a clean install if it isn't going away on it's own or with restarts.

No, the 1400 would be just as good. However, I'd look into a 470/570 instead of the 1050Ti as it's usually not much more, but offers much more performance.

It would be logical to create different subnets for different parts of the network and for different building stories but thankfully the assignment doesn't have to be that complex. Yeah, it could be, but the extra points that I would be getting for doing that isn't worth the effort because te assignment has also an economical part which includes things like the cost of the whole operation, amortization of equipement and many others. this was just a part of it

Funnily enough it wouldn't actually increase the equipment cost since you would bring each network cabinet/stack back to a layer 3 switch which would do the routing etc, this would be the same physical layout as a flat IP range network. Separation between those subnets would be done using VLANs and is done on the edge layer 2 switches, a topic you'll be covering soon enough. 
 
But yes don't go creating yourself any extra work and make sure you answer what is being asked, there is actually a thing called being too smart and not answering the question .
 
Some of the topics I linked you to are a bit ahead of where you are up to, VLSM, but that material will be coming soon enough, plus some of it explains quite well how subnet masks actually work and breaks it down to binary which is necessary to truly understand and learn it. Once you do you never actually do that but it's very hard to grasp subnet masks if you've never done it.

from what i know the 6p doesn't have many issues. just look for the usual stuff
play a youtube video. call from it to test the speakers and mics, do a couple of test photos, put your sim card in.
you can also try to look for burn-ins in the screen by maxing the brightness and looking at a white picture. it's almost useless to do this because todays amoled screens are much improved but it's better to be safe than sorry

load times are also affected by the ammount of ram you have and cpu so maybe one of these components is bottlenecking

It's more "future proof" than the 970 with the 8gb of usable vram which you may or may not use in the future.  Good insurance.

for how much you're paying for that (obviously overpriced) motherboard and cpu you can get an 5820k and a x99 motherboard which will outperform the skylake i7 by quite a margin
also, i'd get a normal 4tb hdd like a wd blue or any other seagate. it's not like you'd feel the performance improvement and i heard that the black drives are quite noisy
