It entirely depends on your goals. Getting a computer science degree is the way to go in my opinion, especially if you are outside of the US. You can much easier move to other countries due to special visa programs for qualified people if that´s what you want.

It would be easiest solution but it is limited in its capabilities. https://www.diskpart.com/windows-10/windows-10-disk-management-0528.html I had the same issue in the past and solved it with partition manager programs because the windows built in program could not do it. That was however six years ago so things might have changed. You could try a few free programs, they were at least in my experience more capable than the windows built in. The program I used was paragon partition manager which is a paid program but I found a free version.
