Whenever I build something like my motorcycle or camera setup I always go for broke and my first build in 6 years was no different.  Corsair 780T, Asus ROG Maximus xi Code, 64gb DDR 4 Corsair Dominator 3000mhz RAM, Intel i9 9900k water cooled with an Alphacool  Eisbaer 249,  2 RTX 2080Ti Founders Editions, Water cooled with an Alphacool Eiswolf GPX pro. Powered by a Corsar1200axi, After I got it together it really dawned on me how OP it is. But to be honest I have a childish glee about it.

Since you have a Micro ATX motherboard you could get the Q300L

Otherwise form this list I would suggest the Phanteks P350X or the P300

a fraction of a second? then it's fine. Only when usage stays high that there's a problem

So you're using liquid cooling? If your temps were fine before and only just started spiking, I'd say the pump has most likely failed.

Get a 250-512GB one for the most used things.
The HDD Can still be used for not much used stuff...
    Oh dear oh dear...
That's just wrong and not true.
There are others better, especially in the mid range Bronze are - well, almost everybody right now to be precise...

    yes a lot
SSDs can make any old system snappy (of course up to a certain point)
Just buy a cheap 240-275GB one for about $80 and you'll be good for Windows and many essential applications
BS. While the PRIME is one of the best PSUs, they have really neglected the mid-range market by running on Valve time for their "CORE" lineup. The S12II is a platform facing 10 years of age with missing protections and being group regulated at the same price as many DC-DC units. Read this for more info:

Once you've done that get an ssd for God's sake, it makes everything so much snappier.

It's not great in 2018. It's an older group-regulated unit that lacks a lot of modern protections. Stefan's suggestion of an RMx is a good one, but honestly, not as urgent, IMO, as getting an SSD.

You don't need to replace your hard drive, just have a 250 GB SSD for your OS and main programs and put games and pictures/music/documents, etc on the hard drive. An SSD is an absolute must-have in this day and age. No more defragging your C drive and you have everything important to you on your hard drive in the event you need to reinstall Windows. You also have a speed demon of a system.

Trust me, get an SSD, install Windows and your most used non-game programs on it and you will never go back. I don't even have a spinning disk drive in my system anymore and have no regrets.

you should be fine because its called "post" beeps to detect failures (if there is) before booting the entire system

Beep codes usually only sound during POST. Show us a video of the symptoms you're experiencing. A single beep means a successful POST, anything else refers to a problem or error.

Good rig, but I wouldn't trust that PSU as far as I could throw it - it's based on a trashy Chieftec design that it shares with low end Zalman, etc PSUs.

1, 2, 3, 5, 6 are all temperature probes around the board. Like PCI-E slots, air temps, etc. They're usually meant to be 30-40C while idling.
    4 is VRMs.

as u can see: gpu usage 97% -> how should there be a bottleneck?
if there is a bottleneck, gpu usage will be like 50% in games
