It can really depend on your hidden MMR & they will have been que'd with the MG1. I've que'd with DMG/LE's as a GE in the past week and been put against MGE's.
 
At the minute the ranks are still steadily averaging out against the new shift. Plus even with equal MMR/ranks in the game you normally get a shit show in terms of 16-0 or 0-16. 

All black mate, have the 850w version myself and I'm really pleased with how it looks etc. 

PcPartPicker will tell you if the GPU doesn't fit or if anything isn't compatible anyway so you shouldn't have to worry really. 
 
But yeah it will fit quite nicely. 

Also get the 4GB variant if you can do. 2GB is pretty crap for future proofing really. 

At supreme/GE level currently, there is some really dodgy people at the minute. Either they're movement is like a silver with the aim of a god or they just down right play every round perfectly. 
 
Never one to call hacks on CS as any game is winnable, but this shit at the minute is really annoying to enjoy/play.

With your location I would've expected something far more sinister.
 
Think it over, discuss it with a few people close to you, and see what they think. This sounds like a very illogical course of action for him to have taken. At the very least just make it clear to him why you are upset and what not to do in the future. Telling a higher-up may be necessary if the two of you can't sort it out among yourselves.

Let it pass for at least 24 hours and let yourself think about the situation properly before you act whilst your still annoyed. I would probably personally ask him why he thought that it was fine to give your number out without permission and if anything comes of it then bring it through the proper channels.

The CPU is the limiting factor here. Fallout 4 is very CPU hungry and the FX series just don't keep up. People with i5 are getting 80-85% usage on their chips. Definitely the CPU mate, unless you swap it, there is no fallout 4 for you unfortunately.

You would need to change your motherboard and CPU because even the 8 core FX is bad.

Get 8GB of ram instead of 16GB. (You won't be using the extra amount with the settings you'd be using).
 
Maybe look at changing the case or motherboard as an ITX would look quite small in a ATX case.  Look at getting a windows key from Reddit or various Forums (Will get it for around $20-30). Also as noted above get a different PSU and try to get a fully/semi modular one as there a lot easier for cable management. (Seasonic, EVGA and Superflower are all good brands for PSU's).
 
With the savings invest in a better CPU, preferably a Intel i3/i5. (You would need to change your MB choice for this)

I agree, I usually don't use any at all. I shower pretty much everyday so I don't smell like sweat and balls.

No deodorant and make sure that your clean. You will not smell unless your just really really unlucky haha ^^

Just means the BIOS could need updating for the newer type of CPU, really easy to do and lots of guides on the internet. 
 
What's your actual budget and have you got a GPU already? (I'm presuming this is just for general computer use?)

It does boot into windows at 4.4@1.25 too but its as soon as everything has loaded the bugger decides to just restart. Then I can try 4.4 @ 1.4 for the giggles and it doesn't even put into windows at all.
 
Would have to most likely try updating my bios and clearing the CMOS but I really don't need to OC I guess.

You should be good for quite a while to be honest. Using the exact same CPU @ Stock due to my CPU not wanting to hold any OC what so ever. 
 
Able to get 60 fps on FO4 @ 4k with Godrays at low and my shadow distance set to medium so you shouldn't have to worry at all really.

Yeah they are legit so don't worry about been scammed. I've bought Fallout 4 through GMG myself and they have confirmed that they will be sending out the keys to allow people to pre-load as Bethesda confirmed preloads. 

And usually the stock fans on an AIO are just poop

I just love been immersed in the game world, it's always a fun little pass time with TES/Fallout. Hopefully no game breaking bug's like the Thief's guild on Skyrim, that shit broke my heart after dropping 1400hr's into Oblivion =/
 
Also really hoping 4k run's smoothly around the minimum of 50 for me personally. Either way I've booked some day's off work and plan on hibernating on my PC whilst rocking Fallout 4
