I would go with 16gb of ram for futureproofing.
I don't know how different the Mexican Market is from the US one but you can get decent pricing on the latest ryzen chips (dead end platform tho)
or you can go for a new Intel cpu (the latest i5 is a decent deal) at 170US dollars (again don't know if its the same in your market)
As for GPU
I would go with whatever fits in your budget/will work for your applications.
(I would recommend watching some youtube videos on the games you want to play running on the cards you are looking at. (E.G, rtx 3060, RX 6500xt ECT)
For the rest just make sure your power supply is from a decent manufacturer (Corsair, EVGA)
Get a board thats compatible with your cpu and has decent vrm cooling (the heatsinks on the power delivery)
For the case get whatever looks nice and has decent airflow (NZXT airflow Corsair 400D ect)
For SSD get whatever fits in your budget and has the storage you need (you can always add more later.
What is the market like in your country currently? Still inflated? (for the gpus)
There are lots of good build videos coming out on youtube in the recent weeks, maybe see if any of those builds look good to you and mimic it.

The 12400f isn't the most steller choice for things like video editing, but it's a great choice for games.
Cheap aftermarket cooler that's pink
Good board for the price
Cheapest kit of 16gb ram
Cheap 1tb storage
Similarly perfroming gpu to the 2060s with the 6600xt slightly edging it out in raw perfromance.
Pink case with airflow
Decent psu.
Beyond my pc recommendation, you can move around the rest as you please since keyboard and mouse are heavily subjective, so she can choose a different company color or ect.
I'd want to put a 1440p 144hz monitor in here just for it being a stong balance for visuals in perfromance, but that'd be over budget and just a suggestion to keep in mind

For a second I thought you were talking about the SAS storage interface...
I personally use Symantec Endpoint and have had no issues with it. It's very trigger happy though. It does flag quite a few false positives if the file is new (like my animation program...though it trains itself over time).

Well I assume you're trying to achieve something by doing this, so lets start there. Why do you need/want the IP address to follow the user? It doesn't really achieve anything to the best of my knowledge.
That said, the best way is probably going to be using a captive portal. But the DHCP and captive portal together are going to need to be handled by your firewall/gateway. pfSense supports captive portals.
Or you could put the computers into a secure VLAN with access to nothing but a VPN server, and force every client to dial into the VPN server. The the VPN server can hand out IP addresses.
The issue with changing IP addresses by user is it'll get an IP before anyone logs in, and will obtain a lease. This lease is usually set for xx amount of time and will not bother looking for an IP address until the lease expires. It's also not good to a computer to be changing IP addresses so frequently, lot of services might get confused (just because it's supposed to work doesn't mean it always does).
If it's logging, most firewalls support some form of AD-integration and as such your logs will reflect who did what when most of the time. Newer firewalls go a step further since they're UTMs / Endpoint Protection services bundled together.
If it's control, there is a plethora of options for anything you can imagine.

It should be done at the network level.
Generally with a network, you'll have a single VLAN for "Client Data" (or whatever you want to call it).
Then if you want different IP's for different segments, e.g a specific area, different floors, different buildings, etc... then you'll configure the scopes on the router or layer 3 switch and target the scope name. On a Cisco IOS device it's called dhcp-relay. You'll need to look at the commands / manual for your specific router/switch manufacturer.
If you don't have the option of doing this, then you'd have to use a separate DHCP server.

i got caugth kissing a boy after school, my mother found us in the bicycle shed about half an hour after every one had left. and its been normal after that (none of my family actualy cared they just responded good or wow you are brave. (could not ask for a better response, im bisexual btw)

WHY are you trying to demonstrate that certain users were assigned a specific IP Address?
Why does user "John" need IP 192.168.1.55, regardless of what computer he's on?

The closest thing to this I can think of is 802.1X - which makes you log into the *network* before the device can connect. I know that it is possible via this to assign the device to a specific VLAN based on the user that logs in, but I don't know if that can assign an IP address based on the user.

That's not how it works. The IP address is assigned via the DHCP server after then nic is initialized. The user logging in doesn't have anything to do with the DHCP process.
You won't be able to use Windows Server DHCP to do this if it's possible.

It's not just Apple. HTC, LG, Sony, Google, etc all do it. You can add expand the memory through memory cards, but most phones have internal memory soldered to the CCA.
