As far as I remember when putting together my pc, all I needed to do is just plug it in and the setup would come up automatically, but I'm not sure

Seems like an cpu or motherboard issue, since you have changed pretty much everything else

I got the same thing while building my friends pc, all i did is simply take the video card out and put it back in. that seemed to fix it for me
