The PSU is NOT going to push all the power it's able to provide into the PC, it's going to provide the NEEDED power UP TO the max rated power indicated, so in your case, if the laptop needs 125w-130w to work properly, the brick is going to provide that, not the full 180w.

Only problem I get is a 50fps CPU bottleneck in BF1 but it's still playable.

Keep in mind that if you change from your 4460, you're not just changing CPU. You're changing RAM and motherboard as well, and you'll need a pricey Z170 motherboard to use your 6700K. We're not talking $260 for the CPU. We're probably talking more like $400-420 for the CPU, mobo and RAM.
 
If you're wanting to do a full system overhaul, might as well go for it. If you just want the extra threads and higher clock speed, look for a 4770, 4790 or E3-1231V3.

Keep in mind that the m.2's you find in that price range are going to be sATA not PCIe, so you're only going to get the speed of a sATA SSD.

For £120... i'd actually say yes and then sell the two cards when you need an upgrade. Most modern games support SLI and the ones that don't should still be capable with a single 970 for now.
