    WD Blue drives use SMR, a technology known for slower random performance. Your Seagate is also 5900 RPM, not 5400.

    SMR drives are okay for a while, until they run out of fresh, untouched platter space to write onto. Their performance tanks once they have to keep track of all their destructive writes.
     
     
    Since it's "only" a 1 TB drive, I recommend replacing it with either an SSD (any SSD) or a higher capacity hard drive.

    This performance is pretty normal. Regardless of it being SMR or CMR, random performance is pretty terrible because of their mechanical nature. I have a benchmark attached of my Seagate 8TB drive from CrystalDiskMark, where the read performance is pretty similar to what you have, but the write performance is a bit better, but still not very good.

    For programming you don't need more then a 6 core, heck even a 4 core cheapo CPU will do the trick.  If you do some rendering and not as your job just grab the 3700x and you will be set for years to come.  In the future you can upgrade video card, that is all.  Even a 3600 will fair well with the 5700XT and what not.

    Edit - comments below are related to gaming. I don't know Jack about programming hardware requirements.
     
    It's hard to say regarding "future proofing" for 1 or two more future GPU generations on a CPU purchase today.
     
    There's a few data points that can help you make some guesses, though.
     
    1) Compare 720p/1080p benchmarks with a very powerful and underutilized GPU. This removes the GPU as the limiting factor and is at this point only testing the CPU. The larger the lead in this category, the more "headroom" you may have for future GPUs. It's a simulation. Today's 1080p benchmarks with a 9900k/3700x and a 2080ti may be telling on what 1440p benchmarks would look like with those same CPUs and a 4080 ti, or whatever comes next.
     
    2) How large is that gap? If it's significant, it could indicate that CPU will be more future proof. For example, two years ago, I was debating between an 8700k and a 1600. The 8700k in 720p tests was roughly 30%+ faster.....which indicated it would last much longer with future GPU upgrades. I chose the 8700k then, and history proves I was correct as the gap with 2080 tis, and even Radeon 5700xt is still quite large between these two cpu's, and the 8700k is still close to, equal to, or faster than the 3700x/3900x in most real world gaming scenarios.
     
    But.....in this case....the gap in performance between a 9900k, 3700x, and 3900x even at 720p/1080p is pretty small. By the time this becomes a limiting factor, ALL of these CPUs will likely be too slow anyway, and none of them if chose over the other will give you another GPU generation or performance milestone.
     
    So at this point in time, I would say that it doesn't matter which one you get. I would personally stick with 8/16 minimum to give you some lateral breathing room, but then there doesn't seem to be a much compelling reason to go to the 3900x because it's likely that by the time you really need 12 cores, it will be too slow anyway.

    The 3700X is totally solid, the only difference is a couple hundred MHz between it and the 3800X, and the 3900X has an excessive amount of cores for a gaming focused PC.

    Really depends on what you want to play at that resolution and refresh rate. My 1080 Ti can't play some titles at 1440p/144Hz, but mostly because they're bad titles or too visually intensive.
     
    A 5700 XT / 2700 Super would work well. A 2080 Super is a poor value but does it slightly better. A 2080 Ti would do it the best, of course.

    Depends on a game and what settings you want to use. 
    Something like a RTX 2070 Super or Radeon RX 5700 XT are a good start. 
     
    GTX 1080 or 1080ti if you can grab used for cheaper.

    During loading, the game isn't simply moving & fiddling with memory. Some processing is also taking place.
     
    A few things I can think of, that the game is doing:
    1. Creating appropriate memory stores (stacks/heaps)
    2. Processing assets from disk, and moving relevant pieces to working RAM (so a copy pasta from your RAM disk to your non-disk part of RAM)
    3. Generating working memory for your character's current context (position, other objects nearby, etc)
    4. Moving assets into VRAM (as you mentioned)
     
    Keep in mind that the game doesn't have full control over your PC. When the game allocates memory, it has to ask the OS to do it - which takes time. (Of course there are allocation strategies that keep this to a minimum). Other such conditions occur, such as processes competing for resources.
     
    It's unfortunately not as simple as working directly from your RAM disk.

    I said that I recently purchased a 144FPS monitor, and the motion is amazing in comparison to 60, however certain games don't benefit as much.

    Intel's release of the i9 series CPUs reminds me of this one teacher I had.
     
    He owns an Alienware and thinks there's nothing better than it. Here are two conversations I've had with him about PCs:

    Me: What CPU do you have?
    Teacher: An i7
    Me: How many cores?
    Teacher: 6 with hyperthreading
    Me: Wow, a 12 core i7?
    Teacher: No it has 6 cores so 7 in total with hyperthreading
    Me: [lolwhat] *questions intelligence* *walks away*
     
    Second conversation:
    Teacher (telling class about his PC): It's an Alienware, it has an i9. (thanks for being vague)
    Me: Sir ... i9s don't exist.
    Teacher: Oh yes they do, because I have one.
    Friend: Sir there really is no such thing as an i9.

    Had a bunch of old motherboards and CD drives up at the high school because I was teaching a small handful of students about computer hardware, troubleshooting, and basic networking. Some other girls outside of my class came in and took pictures of the motherboards to put on Snapchat, captioning it with "only us smart people understand," as if she knew what it was. Was tempted to ask her to identify the components I had up at the school but I wasn't about to start anything.
