    yes PBO at the current stage for ryzen 5000 series cpu is safe. You can find more info about PBO online, its basically an automatic overclocking feature that is relatively conservative for ryzen chips, it will monitor temp and core voltage to find optimal clockspeed and voltage for your system.

    Everything looks fine, the reason it is showing 4.39 ish in task manager is that the reading there is avg clockspeed among all cores. From your screenshot I assume that you have enabled PBO in your motherboard which boost clockspeed per core corresponding to the amount of work load.

    Check your battery plan in your windows setting, high performance mode would try to run high clockspeed at all time
    also the reading in task manager is not 100% correct, use software such as HWinfo64 to monitor per core clockspeed.

    I have been using the ViewSonic XG2401 for 2 years and its still going strong. It has been abused by me countless times getting hauled to LAN parties. Good value.

    I'm using the AOC c24g1. Great price. Not the best screen. but could buy 2. (and yes its 144 hz.)

    I'm still using my BenQ XL2420Z, it might be old but it's still working perfectly.

    The FX 8350 will hold the 980 in back in some cases but if your performance is satisfactory then there's nothing to worry about. If you need more performance than upgrading your platform to an intel i5/i7 would be a wise choice. You could also wait until Zen as well to see how that turns out.

    That's not the truth, with the lighting and textures up to ultra it looks fantastic!

    You lose a couple of frames on average compared to an i7, but in most AAA titles you're fine, you might have a problem with older games or MMORPGs that are heavily single-threaded. I have a similar combo, it's an 8350 + R9 290X which is not that much slower than a 980 and it runs fine without noticeable bottlenecking

    It bottlenecks any graphics card above an R9 280X....so its not a good combination with a GTX 980.

    Weird, because according to JayzTwoCents he didn't notice a difference between gaming on an overclocked 8350 and an overclocked 3770k and said that the upgrade wasn't worth the cost in this video:

    Neither did my flatmate that owns an i5-4690k. I'm not saying there's no difference, but he doesn't lose that much with that 980

    Check in settings and make sure V-sync is off if you want a higher FPS.

    shouldnt be capping, but thats the highest fps that will matter, as its a 60 hz monitor

    Sounds like vsync is turned on if they're all capped at exactly 60.

    Run the AMD Clean Uninstall that I linked and then install Nvidia's drivers. Simply uninstalling it from the control panel will leave unnecessary files on your system that you'll want removed.

    Moved to Graphics Cards.
     
    Use Display Driver Uninstaller to remove your AMD drivers, but before you do that, make sure you have the NVIDIA drivers downloaded to your PC in some form.

    7950 = R9 280 = slightly below R9 380.
    Just for reference. The only good upgrades would be at least an R9 390, 390X, GTX 970, GTX 980, GTX 980 Ti or something along those lines.
    Just depending on your budget and what CPU you have
