found out the problem

So I ran Windows disk cleaner or whatever it is called to get more space so i can install windows 10 from windows 7 and seen there was a 2GB one so i checked it and it was the temp cleared it no issues until i rebooted later and it said something along these lines "C:\Users\Username\AppData\Local\Temp/(file name) was lost". But i can still launch in safe mode just fine. please help!

Yes i have everything maxed out resolution is all the way up and this is not a one time thing this happens every where i walk. Please help! i need someone smarter than me. i reinstalled my drivers i have a 1080 1980 monitor what it looks like https://www.youtube.com/watch?v=AXCtVxCJ8oU

No i did not all was purchased brand new

I have the newest drivers on my graphics card and everything. All screenshots are 1080 p max settings and its in more games than these two i'm showing. This started happening when put together my new gaming pc build from scratch. I have done tons of searching for answers but no luck i'm hoping one of you intelligent people could help me out.
