She really doesn't need 16GB of RAM.  An i3 is more than enough for what she does and you don't need a cooler.  The stock cooler should be fine.  

Asus Z170-A or MSI Z170a Gaming M5 are good.

It would be a very worthy investment.  I'd look into a Seasonic S12II or XFX TS since they're cheap and reliable.

Well, seeing as you have a 60Hz monitor, I'd go for best quality at 60fps but that depends on the hardware you run the monitor with.  A lot of 60Hz monitors can overclock to around 70-75Hz.  There's a very subtle difference between 60 and 75 fps after that but at a stock 60Hz, no.

On the topic of sound, there is almost no scenario in which you'd get a soundcard over an external AMP.

Yea it's fine.

You could change the 2TB blue to a faster 7200RPM 1TB blue and add an Adata SP550 SSD.  

no its actually to enable hot swap PCIe for external GPUs
 
because until now you had to restart every time you want to switch between internal and external GPU for laptops
 
not a lot of laptops have the external GPU feature but nvidias getting ready for it since more are starting to every year
