German here.
Stay away from Amazon, for anything PC related, they are usually more expensive. Often times, it's just other Pc-Shops selling over Amazon, creating additional Cost. Sometimes, there are nice "deals".
Specifically for Laptops, i'd recommend Pages like geizhals: https://geizhals.de/
It's not a Shop, but it lists all Shops, that sell a specific product. So you can see, which Shops sell that Model. The listings aren't alway sperfect, but pretty good.

Even the last years model with Ryzen 5000.
In this case, the Cheapest model they List is a i5 12500H and RTX 3060 for 1599€, and you can just click on the Shop that sells it for that Price, here it's Alternate.

i already put the Search term "Gaming Notebook" in, sometimes there are pretty nice deals, sometimes with coupon Codes. Always a good idea to check if there's any deals going around.
Or you can try german Computerforums, for example Computerbase. naturally, germans usually know best, what's going on in the german Market.
Well, that's for now how to find deals/good prices/comparisons etc.
These are the Shops worth mentioning: Notebooksbilliger, Alternate, Caseking, Easynotebooks, Mindfactory, Computeruniverse, Media Markt, Saturn.
I'd stick to Geizhals.de, since they usually have pretty good productfilters. If you're unsure if your chosen Vendor is good or not, feel free to make sure by asking here, or directly in a german Forum.
Keep in Mind: If you buy a Notebook here, you will get a german Keyboard layout. You will have to get used to that, and once you go back home, you're still stuck with that Layout.
Might be a good idea to buy one in your Country with your familiar Layout.
It's not impossible to find US/UK Layout Models here, but it's more Rare.

Figure out how much power the device consumes.
Look on the power adapter and see what it says on it. If it says 12v 1.5A, then that power adapter can supply up to 12v x 1.5 = 18 watts. If there's nothing written on the power supply, then maybe buy a power meter (go on amazon.de or other sites for EU plugs) and determine the average power consumption over a minute or two.
The UPS takes 10.8v .. 14v from internal battery and creates 230v AC which then powers devices plugged into UPS.
As this conversion is not 100% efficient, simply multiply that value you measured by 1.1 - 1.25, to be on the safe side.
You now have the maximum watts which are taken from the battery.
For example, say your devices consume 30 watts in total on average, so estimate 30w x 1.25 = 37.5 watts.
Now divide the voltage of the battery by that number and you get 12v / 37.5w = 0.32A
So now you can look at typical batteries found in UPSes

how much power does your devices that need to be powered use? Get a meter to find out if you want a accurate number.
Look at the rating of the ups and it will tell you how long.

What is the networking hardware that you will be using? For example a unit such as this is capable of 330W but if your networking equipment only uses around 30W it can last around 110mins or just under 2 hours. You will need to get a unit that is specific to your region.

What UPS do you have? What is your PC build like? What are you doing on your PC (as doing gaming, will drain it more than just YouTube for example)?
Most UPS systems will have a 'runtime graph' to show how long it will run at certain watt usages. Just simply looking at how much your PC uses, you will see how long it will run.
EDIT: ope, looks like I accidentally read PC instead of router.. welp.. Point still stands I guess. What router and what UPS?

Most modems/routers draw 20W to 30W.
If a cheap UPS has a rating of 450VA 300W and it holds a 300W load for 5 minutes, I would deduce that it would hold 30W for 50 minutes.

best possible Ram is just a 3733mhz kit running at a s low timings as possible. so in other words an b-die kit from samsung or e-die from crucial binned and overclocked.

Windows don't even ask for key, but automatically reads it from BIOS. So don't worry. Of course only when windows 10 was preinstalled by manufacturer.

You should be able to skip entering a key during Windows 10 installation and it should recognize your key from your hardware.

If the price isn't a problem and they're both cheaper CPUs anyway, I'd just get the 2400G. Better iGPU, more cores, higher frequency.

I'd go with an i3 8100 instead because your desired software will function better with Intel and you don't have much need for beefy graphics solution either ways.
With that said, the 2200G and 2400G won't be a huge difference if you're really not going too wild with multi-tasking here, but if you want this for 5 years+ then yeah afford the better chip just to play safe.

There's also the 55$ Athlon 200ge that's good enough for browsing and web
2 cores / 4 threads is a bit weak for 2018 though
if he wants to game he could add a gtx 1050 or rx 560 or used rx570 for ~100$
if you mix with msi board you can even OC it

The 2200G vs 2400G was talked about by a few techtubers , consensus was that 2400G gets to close to the price of an equivalent setup with a separate GPU. Think this is especially true now that GPU prices have fallen like a rock.
If you want to do a raven ridge build ie a 2X00G build check out tech deals . He has a an excellent piece on it.

For just small things like Word, Office, Internet, etc..(you could easily do all at once) I would go AMD and get the 2200G or the 2400G if you want to make sure you have the necessary power to do a little more. Plus those chips have way better integrated graphics built in, than Intel does. I literally just built a computer as a christmas gift using the 2200G and ended up using it in my personal build as I had to wait for my GPU (not integrated) to arrive before I could use my 2600X. It actually did everything I needed it to, although it was running at close to 100%, not that I could tell without monitoring it. And that's using Photoshop, browsing the web and having a few other programs open as well. The 2400G would probably perform pretty damn well for basic users that don't do any video editing or anything serious, plus it has even better graphics than the 2200G.
That's my experience, good luck!
Did I mention I even played Crossout on Steam at 1440p on my 4k screen with the 2200g, thanks to freesync it worked without a problem.

I guess GPU means graphics card here? Because even Intel's shoddy integrated graphics is a GPU. A modern system without GPU (we're talking way back till CPU handled graphics) won't be able to display anything directly, resembling a server hooked up for remote access (excluding the remote access part).
but really, that requirement itself kills performance drastically. Photo editing I assume means Adobe products? Those heavily rely on CUDA acceleration, to the point that even a mid range CPU like the 8400 with a GTX 1050 can beat an 8700k with iGPU.
