It's been a while since I've been here, or looked at the new tech stuff in general, so I'm a bit out of the loop on this one. This is for a friend that wants to build a computer he can play VR on, along with regular games. He is going to need a monitor and a keyboard, he already has a mouse and headset. He lives in the US, his budget is $1400-$1600, as stated in the title. My questions would be, how much ram would he need? Is 16gb overkill for VR? I also don't know anything about the new AMD Cpu's and graphics cards, so I just recommended the ones in the build below. As for storage, he is planning to buy a hard drive in the future, once he needs it.
