Your FX 6300 won't hold a single GTX 970 back at all if you overclock it, and if you want to play at 1080p, a single GTX 970 is more than enough. Just make sure you disable gimmicks like HairWorks and you'll max stuff out at 60FPS at 1080p.

If you go that high in the FX chips you'll need a motherboard that can support the FX-9XXX CPUs
 
Plus I wouldn't go that route just because those chips take extreme cooling to get reasonable temps

First of all, don't get GTX 970s in SLI. Get a single 980 or 980 Ti instead.
 
Also, when we're talking about that kind of performance, AMD chips simply won't cut it anymore with their low IPC. You're better off with an i5 6500 on the LGA 1151 platform or a Xeon E3 1231 V3 on the LGA 1150 platform at the least.

I can understand the privacy thing but games run on Windows 10  I'm running Rise of the Tomb Raider now

There is no problem with windows 10 and games. Yes, some old games don't run as well, but that is to be expected from any software upgrade.
I can say that windows 10 feels quicker in some areas than 8.1 and 7. Different in others. I recommend the upgrade to for anybody with anything more than a $200 laptop.
 
Also, dead island runs fine for me.

I know the ram is overkill but I am sick of my programs slowing down because I have too many things open at once. I have experienced 16GB nut that was just not enough. Overkill for the win

but for the past years I've been gaming on a laptop, which is not useful for me anymore.

intel cpus are out of my budget. Also, I saw benchmarks of the combo im getting, FX 6300 + MSI R9 380 4G it serves my needs  im not a hardcore gamer.

Given his budget, I don't think this would be the right way to go. I've seen 7950's going for the $80-$120 USD range. I doubt he'll find a gtx 960 for less than $150.
