    Also depends on what you're wanting to do as well. Ryzen likes that high speed RAM. I'm running dual channel 32GB G.Skill dimms at 3600MHz with CL 16.

    There could be a lot of reasons.
     
    Overheating
    Basically the GPU works in BIOS because it doesn't have to do anything and won't output much heat.
    As soon as windows loads, even a slight load will lead to overheating and a thermal shutdown.
    I've had the exact same behavior as the GPU in your OP because i mounted a waterblock on my 3080 and the GPU die didn't contact the cooler.
    Worked fine in BIOS, didn't go to windows.
    Remounting the cooler fixed it.
     
    Broken drivers on their test PC
    Maybe they have older or incompatible AMD driver on there.
    GPU drivers can cause all sorts of issues, really.
     
    Monitor incompatibility between the GPU and the Monitor
    Really, this can happen. Just a recent example:
    The Youtuber Der8Auer tried to review the 3080Ti. It didn't work, even after hours of troubleshooting.
    Turns out it was the specific monitor he had that didn't get a signal from the GPU.
    As soon as he swapped the monitor out, it worked.
     
    There are a bunch more reasons why the GPU could behave like that.
     
    Basically, don't buy a known defective GPU. Chances that you'll fix it are slim to none.

    PSU wouldn't be a bad idea. As far as CPU, I think they are announcing that sometime in October. I can't exactly remember what Jayz video it was.

    3600MHz is the current sweet spot (3200MHz minimum &/or if budget is über tight)... what Ryzen 4xxx will need is anybodys guess, atm.

    Personally I'm just happy Zen 3 will still be on an AM4 socket. 2017-2021(+?) socket support is really solid 5 years of people not needing to buy a new motherboard to get a decent CPU upgrade, especially for those that bought a good motherboard to begin with.

    That score is in-line with what other i7-6700K's are getting in Cinebench R15.

    The unsharp effect is because you're using VGA. Even at 1280x1024 you can clearly see that VGA is kind of blurry compared to DVI/HMDI/DP.
     
    As far as resolution is concerned, if the monitor is 900p, then the resolution should be set to 900p. If that doesn't look good, it's because of what I mentioned above. 
     
    Edit: the converter you're using is probably also the reason for the weird native resolution that gets detected.

    I honestly like Nvidia's drivers better when it comes to performance. Its your preference/what you play on PC that'll determine what you get. I'd look up benchmark tests with the R5 3600 and 2070 / 5700 XT.

    Sometimes it just "happens." I would run a mem test and stress the system out to see if it crashes or not.

    Just noticed that I was struggling to detect two sticks of memory on my 8700K during a maintenance session when I was just "hand-mounting" the CPU cooler.
     
    However when i tried to actually mount the cooler (its actually a waterblock) with the screws and proper retention, then it detected the two sticks of memory just fine.
     
    I didnt know if this was a thing or just my combination of board (z370-i) and particular CPU that needed a bit of pressure for all pins to make contact
