Also have you considered it might just be a poorly written game For example, COD:MW 2019 the main menu dips to like 20 fps for me (rig in sig) for a few seconds every time it loads but in game I get 150fps @1080 high settings

Sounds like you need more monitors not a faster cpu as the i7 8550u should be more than enough for your needs, why not buy 2 monitors and hook them up to your laptop?

What spec is your motherboard??? I had this problem, I had to take out all my other drives and leave only the M.2 drive on the motherboard to be able to install windows 10 then after installing it re-attach your other drives

OMG so much wrong with this.....where to begin..... Firstly is this from PCSPECIALIST as it sure looks like it??? Why the Z390 platform why not X299? 2x2080s why? Why not 1x2080ti? Why not 1x6TB HDD why 1x4TB and 1x2TB?????? Why 128GB M2 SATA based SSD? Why not at least a 256GB Samsung 970 evo NVMe drive? If you go with the 970 evo.......no need for 32GB Intel Optane (stupid idea anyway - completely pointless....) PSU probably slightly OP but meh go for it if you can afford it.... ?
