FreeSync doesn't use a proprietary module, and AMD doesn't decide the price of FreeSync-capable chips. It uses a protocol defined in the DisplayPort standard, and any chip maker can design a chip with that capability if they want. The cost is basically the same as any other controller would be. It's not equivalent to the G-Sync situation at all.

Why do people keep saying things like that?
Obviously if you put a brand new GPU on an older system, some component might bottleneck it. But that's no reason to advice against buying that card.
I mean... if he spends less money on a lesser card, and then he gets money for a full system update, he will need to replace that GPU too. If he gets the 1070 now, he can upgrade the rest of the components later and keep the 1070.
If you have the money and really want to get a 1070, go ahead. You'll be fine, and you'll have a nice card possibly for a future rig.
And yes, you should be OK with 500w.

DON'T get an Hyper T4, it doesn't come with mounting brackets for AMD, and you'll be forced to place it horizontally and fixed to the stock plastic mountings...
I speak from experience:
Your temps are not *that* bad for a stock cooler, but those can be too noisy, and you'll be better off with an aftermarket cooler. If you can, go for the Hyper 212 EVO instead of the T4.
Don't get me wrong, the T4 works just fine, and if you don't have any clearing issues you should be OK. But for a few bucks you can get a much better cooler that you can mount vertically (usually blowing air out of the back of the case)

Maybe you could try something like the CoolerMaster GeminII M4 http://www.newegg.com/Product/Product.aspx?Item=N82E16835103177&cm_re=coolermaster_geminii-_-35-103-177-_-Product . That's quite slim and has a 120mm fan, which shouldn't be loud.
I have a Hyper T4, the fan spins at ~1000rpm and it's quiet enough, at least it's like 90% quieter than the stock cooler. Although you should check the fittings for your specific motherboard. The T4 doesn't include AMD brackets, you just clip it on the stock mountings.
And as usual... Be aware of having enough clearance, so you don't have to chop anything, as I did

2 things.
1: fairly sure you've done SOMETHING wrong, as even at 1.4v even the shittiest CPU should go up .1ghz, if only there was a way for me to go through your BIOS for you.
2: If having your CPU OCed means that much to you, RMA the CPU, or buy a 4790k. The 4690k at stock will still be more than sufficient for streaming, and no upgrades are necessary. Just pick up a mic and arm for it, and download adobe premier pro and get going. Also, 1440p is going to be difficult for a 970 to push. I'd reccomend dual 390s/970s or single 980ti. Not particularly worth it for streaming, as you likely won't even be streaming 1440p quality anyways, as that requires a large amount of bandwidth and horsepower.
Best option: stay 1080p, get an IPS/144hz monitor, get a nice mic and arm (very important) and pick up a 390x and OC it.
Use quick sync on the 4690k to do the encoding and you've got 980 level performance for 150$ cheaper, allowing you to throw extra money at the mic, maybe a Rode NT1-A?

I have 2 Antec TrueQuiet 120mm fans, and at LOW setting (600rpm) are completely silent. At HI (1200rpm) they're barely audible. The only con is they're 3 pins, so no PWM. I like them.

Basically you chopped up your ram heatsink because you mounted the T4 wrong?
I apologise, it seems that the T4 is garbage and doesn't come with a proper mount and uses the AMD stock mount...
