Please don't try this, fish cannot regulate their body temperature.
The water temp controls their body temp and fast spikes of temperature are very hard on almost all fish. Most tropical fish like somewhere between 75-82f as well, if the water temp drops below or above this you need either a heater or a chiller. Ideally all temperature changes in the water should happen over a very gradual period of time. The flow you would need for a computer(ddc flows 1000l/h) would require a tank of 55 gallons at least too. Have you ever seen what grows in an aquarium filter? Growth is literally the function of an aquarium filter, it functions through mechanically and biologically filtering the water of nitrates and ammonia. I don't think the copper and aluminum would particularly be great for the fish either.
You would be much better off trying to water cool your computer from rain water, trying to create some sort of geothermic sink or use the largest radiator(think large truck) you possibly can with some sort of exterior radiator mounted outside with water sprayers or something, ect.

fish are VERY sensitive to changes in water temperature and can easily go into thermal shock and die. changing the loop temp quickly will will the fish for a start. second, fish food, the plants they require, ect will cause algae to build in the blocks. third, the water cooling parts have contaminants that can and will kill fish. dont do it. the fish will die.
