i7 is overkill for most games,
H60 is shit, get a small air cooler instead,
PSU, well... you have it already so...
    Fans are not needed imho.

    I'd get an i5 and upgrade to a 1080.

Who would you vote for and why?   I'd vote for Trump because he's a bit more open about what's he has done in his life, and I respect him for not being ashamed of himself.   I'd never vote for Hillary for a very long list reasons including those 33,000 deleted emails on her private server, this case for her as an attorney - http://www.thedailybeast.com/articles/2014/06/20/exclusive-hillary-clinton-took-me-through-hell-rape-victim-says.html, helped allow Nuclear weapons into the hands of Iran - https://www.theguardian.com/us-news/2015/sep/09/hillary-clinton-backs-iran-nuclear-deal-it-is-no-longer-in-much-doubt, and her plans as a president, the things she says about how jobs are created, etc. is just stupid & sad.   I don't hate her for being a woman, I hate her for being stupid enough to run for president while thinking that businesses and corporations do not create jobs, lol.   Trump isn't a pretty choice either, however, he's better than Hillary because America is in debt. American kinda needs to someone to be untrusting of refugees from a part of the world that is dedicated to destroying the U.S. & Canada. Also, I think a lot of what Obama has done is pretty much just causing more damage to the U.S.   Quick video about Hillary:   *Note: I've been up for a very long time. I'll fix the problems when I feel like it. Deal with it.

Did you modify the default BIOS on your graphics card?

GPU vBIOS has no correlation with the motherboard; you should not need to flash your original vBIOS back onto the card.
The GPU is a separate "system" on it's own.

You should create your list on PCPartPicker
Jer45 posted a list in here which has improvements.
Definitely get an Intel i5 CPU. 4690k and 6600k are the best i5's you can buy.
Need at SSD at least for Windows.
Don't get a super cheap PSU, can get good things in the $75-$100 range, especially from EVGA.

I'd have some trouble making a list for under $1000 because I just don't like making compromises.
When I make a build on PCPartPicker that I'm comfortable with it more ends up around $1250 or a bit above.

If you wanna make a list or use Jer45's I can point out any red flags at least.
edit: also obviously Jer45's list with a 1070 instead of the 980.

I got it off! I think all the isopropyl alcohol I used last night seeped in between the CPU and the cooling block, and it was a lot easier to take off. I'll see if I can get some good thermal paste, although I'd rather just use some paste I already have. Keeping my case dust free and clean is probably the best way to prevent this from happening again. Although I will mention that the paste that caused this problem was the pre-applied paste that came with the cooler, so I guess that explains a few things.

    Thanks everyone for your help!

Edit: I also took an inflatable mattress's inflation fan to the inside, outside and fan ports on my PC case. No more dust anywhere (y)

ratings relate to efficiency not quality, you want to check the quality of components in a psu, just because its efficient doesn't make it reliable

Gotcha. I'll try prying it off as gently as possible. I have some 70% isopropyl alcohol right next to me, although I know 91 or 99% are probably more effective for that. The gap between the cpu and cooler is zero from what I see, but I'll try the alcohol anyways. Wish me luck D:

    LOL, yes, there is that.
in all seriousness, wifi isn't all that bad.  You'll need a good router, and a good wifi dongle.  I've used a USB 3.0 AC1300 wifi dongle, and it worked fine.  I played dota 2 a lot off of it and had no issues.  I got about 80-90% of the internet speed from isp, and had an ping of 50-70ms.  Wasn't an issue on Dota 2, and dont think its too bad on CS:GO.  Just do what you can to minimize the distance, and place the usb wifi dongle in an area where you get the best results.  You'll have to run speedtest a good few times, as different placements of the wifi dongle can result in quite dramatic changes of speed.  Most of them come with like 3ft usb extension, so you got some room to play with.  You can even buy a 6ft usb extension too.  I had a 6ft one, but i just used the 3ft one.  It was fine.

in my situation, the wifi router was in the basement, and my room was on the 2nd floor.  My room and router were also on the opposite sides of the house.  I have a apple airport extreme, and a Dlink AC1200 usb wifi dongle.

yup, I would recommend not buying this build but saving up for $400, you can get a i3 & GTX 950 or i3 and better all-around system.
What I do know is that any modern processor will smash a Q6600...  but at the very least being LGA 1150 there is a possible upgrade scheme, if one wants to keep the motherboard.  Anyway, that's just a difference in priority, I know that the Intel Pentium will get higher FPS at other costs.
Also, the GTX 660 being about a 580 is pretty consistent on that Anand site, I've found lots of them for $100 used...  albeit 560 Tis for $60 if the budget is that tight.
