Ah, with this money you can prioritize getting the GPU first.
Get a used  cheap 1080p monitor ($30-50 or use your TV) a cheap mouse / keyboard combo.
Don't spend too much on peripherals, focus on the box first.

As long as your Temps are fine, you are good. If you want lower Temps, replace it.

I pulled the TV Cable off in 2016. Couldnt stand this brainwash garbage anymore. Didnt regret it one Day.
Apps like Plex, Netflix and YT is all i watch.

But as far is i know, TR only supports 2666mhz with 8x32 GB
Everything above has to be reached via overclocking and there is no quarantee it will work above that timing.

Those Numbers dont look unusual to me.
I doubt anyone gets 20% with your CPU.
You have 70% CPU and 100% GPU. Nothing to worry about at all.

Your Hardware Specs are 100% not the Problem. And 100% GPU usage is what you want anyway. And i5..i5 what? And what Temp is "up a bit"?
How many Backdoors and Trojans are lurking around?

Ok. Your CPU is too old, so is your Mainboard. You will have to replace both. And you need present RAM, which means DDR4 if you buy a todays Mainboard.
In short, you need a new System.

That would be beyond unfair.

I mean, if everything we know about the universe is true (which I guess it is) then it would be really really creepy if we were alone. Like, billions and billions of planets and stars and we are the ones who made it? And then we fuck our planet, people and animals up like that? Naaaaah. 
 
Would be interesting though if the aliens are similar to us or if they are actually completely different. Currently we couldn't think of an intelligent life Form to live on other planets like earth, so they are likely similar.

1080p Movies look way better on my 4K TV than on my 1440p Monitor.
