Ah okay, never installed an AMD CPU

But the recommended specs for CS:GO is as follows:

If you look on YouTube you can see that even 2GB of RAM is enough to run the game. And the CPU doesn't overheat because it's bad. It overheats because your cooling is bad.

In Sweden some websites are getting some 30x cards in stock, I checked yesterday and I could order either a 3060 or 3070. Yesterday there was someone posting a picture of their store with tons of them. Maybe wait around a little longer and see what happens.

Yeah so I just realized my two QL fans are 140mm and the case only supports 120mm fans. I'm not gonna buy two more for $35 a piece nor just put my two current ones in a drawer somewhere and forget about them. This really messed up my plans because I did manage to get everything I needed for my budget.

Top is the 'best' but it can be placed anywhere except for the bottom. Well it can be placed on the bottom but it's not good.
 
Basically this: As long as the pump -which is usually located inside the CPU block- isn't the highest point of the loop then you should be fine. Since air bubbles might get trapped in the pump.

I bought a cable sock that matched the color of the wall and then attached the whole thing under my desk.

Can you call them? Ask them what it is they're doing because you want to solve the issue yourself. You have paid multiple times for their service so the least they could do is to tell you what they're actually doing because it doesn't sound right.
 
I see a few possibilities here.
 
1) They are oversimplifying it for you because as you yourself said "you're a kid".
2) They're lying to you because they want your money.
3) You have misunderstood what they meant.
 
Either way the first thing to do would to be to call them and see what they say, and then take it from there.

I agree with @SEAL62. It might not affect you now, or in one week, or four months. But if it at some point comes down to that issue (which you might not even know for sure) it's gonna be hard to return them. Since you don't even have all the components yet I'd just return them ASAP and get new ones.
