I'm using a 5800x in a Fractal Meshify C, so I'm almost in the same boat. I'm currently using the Noctua NH-D15 for an an air cooler and I'm blown away by it's performance and noise. I do not get hotter than 60C at 4.5Ghz overclocked and it does not run any louder than my GPU fans. It does very very well for what I need it to do. I would recommend that over any liquid cooler I've had experience with in the past.

I must've been using the wrong filters on pcp, the $/gb is better on two 8tb drives, thanks.
And I didn't even think of NVENC.

Plex cannot transcode HDR content meaning all 4K content will look washed out and oddly colored, like watching it on a non-hdr monitor. Directplay is required to view 4K HDR. All things considered I did put together a beefy server build for you, with a 12-core processor, 16GB ram, 16TB of storage, W10H and 2x BD drives.

An iGPU is the pretty bad graphics card that comes in your processor in case you don't have a graphics card. Take out your graphics card and plug it in the hdmi port on your motherboard instead.

Well youre gpu usage isn't even consistent, so something is a problem. For the driver to crash its all in the card at that point, as in I doubt its cpu. But dx11 may give us a better idea of that.

I noticed cpu usage goes down quite a bit on dx12 but so do frames. Its the opposite with dx11. For me atleast.

Ok, so you tried it with the core clock turned down, I assume you also tried it with everything at stock and the fan(s) at max on the card? -

So what are the graphic settings? Did you try with everything on low? As you can see the vram is maxed. Just wonna narrow down the causes.

i just splitscreen both of the spec sheets and found that the 7990 has 3x the gddr5. That will help a lot.
lower base clock, but the can be messed with, a few hundred less "cores", not a biggish difference.....
I'd say go for it!
Then again I've never owned an AMD card so
I'm kinda in the blue about all that.

2. As long as the PC doesn't draw a lot of power, you should be able to run it all the time. Donations and links to a personal server like that are fine. Even put it in the server title and you'd be ok.

Personally I'd plan for Mobo, CPU and memory first. Get a better backbone in place first then build off that.

Go for a 2TB Western Digital Blue HDD. Games are taking up more hard drive space than ever before, and if you want more than 5 current games on a hard drive at once, you're going to have to upgrade it. I would also suggest upgrading from your 280X 2 + RX 480. If you're not brand dependent, I would suggest the 1060, from Nvidia Kama because it performs a lot better than the RX 480 in almost every situation, as long as you're not playing the 2016 Doom.

An ultra wide is great for looking at two things for once, for example playing a game on your right and then looking at the stream settings and twitch chat to interact with users on the left.
