You can use either non-ECC or ECC SODIMM modules with the 1821+. You may see a slight performance improvement if you go non-ECC.

I would swap the PSU for an 850 watt PSU at least.
Made a couple tweaks:
The CPU cooler was just to give extra cooling capacity but you can definitely swap it back out for the H100i v2

2 1070s are close in performance to a 1080 non ti so id say sell the 1070 and buy a 1080ti

You don't need to upgrade, you already have a 7700k!
I'd get Ryzen 3 or 5 if you can afford it, they provide an excellent upgrade path and are one of the newest platforms that are worth buying. Alternatively you could wait for Coffee Lake.

The VSX-531 should be fine, at 6ohms (which your speakers are 4/6) the receiver outputs 140W (Power Output: Watts per Channel (1kHz,1%THD@6ohm 1ch Driven)140 Watts)
You have to watch the ohms on your speakers, my R-15m are 8ohms and can output 80W, but your speakers are 6ohms so you should be fine.
But I am just one opinion.

Ah, yeah that should be fine. you could do 7.1 then, assuming those cubes come apart? Those are really just for the occasional effect, your front and to an even larger degree your centre is really the most important
