I feel like these IT guys only do the minimum in order to just keep out the average dumb user that would accidentally cause problems by poking about where they shouldn't and to keep upper management off their backs. While leaving other techniques open for themselves and other competent users who don't cause problems.
They did it for you! Leaving these avenues open so that you as a smart user can still have fun without making their lives miserable!
Just don't let this power fall into the wrong hands, hands that will cause problems and you will keep these powers forever!

DO NOT CAP.
In FPS games, every frame calculation matters!
If you cap it, it doesn't track every small change in mouse movement or timing on your presses. This makes your timing WORSE, making it more to RNG for if you'll get the kill or not.

Feel free to laugh at my stupidity, but I got it to work.
Turns out I grabbed the wrong BIOS update (for another board).
That explains the error I got when trying to force-update it through the bios.
Turns out they have two models of my board; the MX and the regular X. I had grabbed the X at first. Whoops.

It's actually a 650W, just noticed that. I don't remember the model, but it's on that one guy's "good PSU" list. It might be the same 650W you have.

If you can get a new 970 for $200-225, sure, why not?
If you can't (you can't), no reason not to snap up a 1070. I think we'll see a 4GB 1060, but I also think it's at least several months away.

ah, well if you're sure the usb is good then you may have to just replace the bios
It can vary with motherboards, you may want a new thread and include your mobo but here's a general starter

self isn't a parameter, it's automatically set to the object before the dot.
So, newGroup.addIP(client[0]) actually calls addIP(newGroup, client[0]). Just like C++ but in C++ the "self" parameter is hidden.

For the lulz? Put at least 8 GBs of RAM, a better PSU, and a decent GPU in there and see how far you can push one.
I'm not talking about putting everything on ultra at 1080p and leaving it there no matter how bad the performance, and then go, "durp, it sucks."
But see if you can game at least somewhat decently on it.
As for the others? I'd say upgrade some parts, get it at least decent for an everyday computer. Either sell them afterwards, or donate them to one of those charities that give computers to families in need.

You need to run pip in Windows using the command (at the command line): python3 -m pip [commands]. So to install Beautiful Soup 4 (I assume that's what you mean by bs4), the command is python3 -m pip install beautifulsoup4. This lets you run it from inside any folder, as long as Python added itself to your PATH variable when you installed it (if you can type just "python3" at the command line and get into an interactive Python session, then it added itself).
It's definitely a good idea to learn to use pip. It makes it so, so much easier to deal with installing and uninstalling and keeping up to date all of your various Python libraries (but they really need to add a bloody "upgrade-all" option already).
