Best cooler for the lowest budget is probably the Cooler Master Hyper 212 Evo. That'll easily get you to 4GHz

The minimum I believe for the 960 is a 400W Power Supply. You might just be on the edge depending on the PSU itself.

I would personally go and buy another power supply (sell your current) and go with 550W because I'd be overclocking the 4690K. You may get away with it if you're not overclocking, but I personally would be extremely cautious.

I'm planning on doing my first PC build soon and using the NZXT S340 case. Has anyone used this case beforehand and if so was it easy to build in? Please include any difficulties you found when building in it. Would it be suitable for a first time builder such as myself?
