Does the problem go away if you boot to a Live-USB with Linux for example? Start the Live-USB and start system monitor. If everything is normal then you know that it isn't a hardware-related error and the problem is on your current boot-disk.
Also, when in Linux, start the disk-manager like gparted and remove the partitions on the HDD, then reboot to Windows install-USB and let it create a new partition and file-system from scratch.

Also, be sure to boot to the Live-USB from a completely shutdown PC, no reboot as the "program" can be persistent in memory or boot-record on the system.
There are something that is hiding from the normal windows reset even if you "wipe the drive" before reinstalling Windows.

Just to be extra safe, remove your boot SSD so you can't accidentally erase it. (It's kind of easy to do that if you're not 100% sure of what you're doing.)
If you just want to play with Linux, it's easier to spin up a virtual machine in VirtualBox than it is to install alongside an existing OS on bare metal hardware.

That is not how the efficiency of a PSU works. If a PSU is rated for 650 W it delivers 650 W to the system, but with 80 % efficiency it draws 812 W from the wall to deliver the 650 W

If you don't get a display output before windows loads any drivers, like the POST-screen at boot then you have problems other than the GPU if the GPU is working. There will always be display output from a GPU before drivers are lodad on the OS. Either it could be a corrupt BIOS (highly unlikely) or a setting in the BIOS to only display output from the iGPU/onboard display out.
In this case I would say that the BIOS on the motherboard doesn't support the installed CPU and therefore there is no boot and display output. Maybe the BIOS needs an update to support the installed CPU?
EDIT:
In this case the BIOS needs to be revision 2606 or higher to work on that motherboard.

@sethiroth95 Not 100% sure that you can flash the BIOS without it working with CPU and GPU.

Yes, so long windows haven't loaded the (disabled) driver you have display output.
Yes, you could clone the drive or copying your files without removing it with a live USB with Linux or a bootable USB with a program like Clonezilla, PartitionMagic and other cloning software. You just need an external HDD to connect via USB. If you have encrypted your home folder or drive your only option is to clone the whole drive.

started by running the recuva tool on the desktop itself... but that started losing power after 5 minutes (8 Year old Powersupply) so I got my USB HDD Dock and did the recovery and after 12 hours (6 hours of scannning and 6 hours of recovering) I GOT IT ALL BACK (i dont think im missing any files... if I am I dont miss them anyway)

SOLUTION: Got new Corsair HX850 today and problem is solved now. My EVGA B5 650 was faulty and didn't provide steady current so I was getting PC restarts upon loading any graphics content.
Ran Superposition today with no issue. All games load fine as well and PC doesn't reboot.

Personally the red screen usually happens with a severe HW error or driver problem, not typically just a short from the PSU,and it sounds much more like the GPU failed rather then the PSU. There are other things on the 12v rails of the PSU so I would expect some other MB weirdness if the PSU failed.
But if you can test it in another system that would conclude more or less what happened

I don't remember ever seeing a bend like that from a new GPU. But maybe I'm worng.
That end supposed to go into the small holes between the motherboard & the PCI brackets.
So there's a chance that your GPU can't go in due to that end can't fully go through the hole
Try aligning then sliding in that end to the holes first, after it gets through partway align the PCB with PCI-E slot.

There’s something to be said for multiple rigs though. When download bugs start happening it is less detrimental having to reboot a rig with one or two cards and having it revert back to the last checkpoint rather than having to reboot a rig with 5-6 GPUs multiple times and having them revert multiple times to the last checkpoint.
Yes, it is easier managing one rig but it usually requires multiple power supplies which requires some thought to power distribution and some care powering PCIe risers so their power connectors don’t overheat and start melting or cause fires.
I started off building rigs with the least expensive 2c/4t or 4c CPUs (G4560/5400/5500 or Ryzen 1200s) and motherboards that were SLI compatible (x8/x8) just enough to keep the GPUs fed but eventually realized after getting into BOINC that larger CPUs were better and lower end motherboards often have VRMs that run really hot due to either not enough phases, poor cooling, too small traces on the PCB and combinations thereof.

It wasn't, because there's a very limited amounts of users with it. But it's a stock Seasonic Prime PX/TX so it's not unreasonable to expect it to perform exactly the same, including the flaws it has.
Correct, it's not OCP as most people think. It's a design oversight by Seasonic triggered by too aggressive boosting algorithm of nVidia Ampere. But you can expect next generation GPUs to be even more aggressive so at this point it's a given.
It was released in 2017, sill pretty much the same design as HX-i from 2013. But it still stands by this time.
As long as the PSU was designed properly, that is, the fan curve is configured with all kinds of usage scenarios in mind to not put the PSU under the risk of failing, then that doesn't matter. And you can be assured that it was in the case of Corsair HX, which is also as quiet as Prime TX despite being less efficient because it uses better components. Corsair HX Platinum is better than Seasonic Prime TX / Antec Signature Titanium / Corsair AX in pretty much all metrics except for efficiency. There are basically only two four 80+ Titanium PSUs worth looking at over it, be quiet! Dark Power 12 Pro (not the non-Pro), and Corsair AX1600i, both of which are quite a bit more expensive, and also EVGA T2 or Super Flower Leadex Titanium, which usually aren't any cheaper either.

That would indicate a GPU problem to me. Try pulling your GPU out and putting it back in again, and do the same with the GPU power connectors.

All Memtest does is use each part of the RAM section by section to make sure that everything addressable is able to work as intended. Basically, it puts various patterns of zeros and ones into memory and then reads the memory to make sure that the pattern was correctly stored and can be correctly read. This is just what computers do regularly, but more systematic and complete to check for errors. Nothing Memtest does is special in a way that would damage hardware.

Unbelievable that someone can link the video and still miss all the salient parts. Linus addressed the criticism that they're censoring or whatever. He addressed the problem with usernames. He even addressed that perfectly valid user names might be blocked simply for having emoji in them, let alone embedded curse words. He also addressed that the solution is not perfect.
However, dealing with bots and spam, especially for an organization LMG's size, is a monumental problem. Essentially, the tradeoff is that most of the garbage gets removed, and some people that have the F word in their username may get caught in the crossfire. That seems pretty reasonable to me, so I'd say your best bet is to use a different username. YouTube will not be last place that's going to hurt you.

Sorry for spamming but this is just Hilarius😂😂. So i did a bit more searching and found out 2 things. ryzen and intel work totally different when it comes to core usage. and i also found a guy who had the exact same issue with a ryzen cpu. he changed cooler and paste but it did little to nothing. he then decided to check his usage and it was doing 15% which is normal for just youtube and some apps like discord opened. He tried closing some apps (and the logitech g hub that was using about 7%) and saw a ddrastic chnage from 59c idle to 30c idle. so I did the same thing and guess what...

My system is very stable.
The 3080 LHR and the 2080s is on the chipset, via the ADT-Link NVME adapters. 3080 has 4 lanes at PCIe 4, whilst the 2080s is only getting... 2. Seriously. I'm not complaining, as it's working fine and is stable.
The GPU's as plugged in:
1050Ti - x1 lane (Runs the display)
3080 Palit - Chipset (M.2, Gen 4), 4 lanes
3080 Gigabyte - CPU (Gen 4), 4 lanes
2080 Super - Chipset (M.2), 2 lanes (?)
