I'm deciding on a PC for a friend who does coding and modding for Xbox and PS3. Is Console Coding/Modding GPU bound because he's on tight budget so I need to decide on getting a good CPU but crappy GPU/iGPU or a mid-tier CPU and okay GPU

My Realtek HD audio manager prompts to tell me what device was plugged in, if I pick headphones, I can hear audio perfectly fine but microphone doesn't register on my PC what so ever

Yeah I worded that badly, naturally CPU/GPUs with higher TDP naturally consume more power as they are hotter but you can't necessarily judge the power consumption from the TDP eg. 390 only consumes 60W more than 970 under load -

You're making the general confusion. TDP has zero correlation with wattage or power consumption, it's rather a measure of cooling and how much heat it can output. But low TDP would still be nice for a 24/7 machine -
If you can't afford a real case don't bother making your own unless you know what you're doing. Just setup an open bench

GPU would always generally have bigger impact on gaming and since i5 is little far off the i7 in gaming besides HT, the i5/970 would be better

More pixels less CPU dependant more GPU dependant, i3 wouldn't bottleneck a top end GPU at 4K

Won't bottleneck anything unless it's 3 980Ti, 1440p is less CPU dependant

less multitasking, can't open as many programs at once, some games utilize more cores where a i3 may lack and less offload on the CPU usage, less Intel features this is generally speaking though, some specific CPU tasks that isn't general usage benefit a lot more from using an i5 such as rendering or editing -
