    Admittedly this guy goes a bit in depth, though the gigabyte guide is a nice starting point to work from.
     
    The forum here has a lot of people with tons of experience (way more than myself!) that are also super helpful, so if you have a specific question about a setting there is a wealth of experience to pull from on here.

    You should have no issues OCing the 9900K on the AORUS Master. OC is much more simple than some make people believe on that MB.
     
    I run mine at 5 GHz (All cores) at 1.3V and it's stable, it will do 5.1GHz at 1.33V and 5.2GHz at 1.38V.
     
    On Air Cooling, NH D15
     
     
    This is all I had to do:
     
    Set the CPU to 5 GHz
    Set the VCORE to 1.3V
    Set the LLC to Turbo
    Set the CPU TDP Power to 250W
    Set XMP to Profile 1.

    I actually was running my 9900K on my Z370 MB that has a similar VRM setup as the current ASUS Z390 MB's and I did have some issues with stability when pushing it and the 2080Ti.
     
    So I got the AORUS Z390 Master.

    Hmm, it's hard to say. It's a deca-core CPU, but its frequency is only 2.2GHz, but with a Turbo of 3GHz, which is pretty decent.
     
    I would say no, your CPU is not slowing down the 7990.
     
    But it could also depend on the application. If an application is only using one core, then I would say yes. If it uses more than just one, then no.

    Hey there nothing wrong with making you pc look cool. Even if it's not perfectly optimized, as long as your having fun who cares! :-)
    I think you can still have the aerocools on top. Just try to keep them at low rpm.

    That mount looks really sturdy aswell. I'd totally trust that to hold indefinitely.
