Try the Razer Mamba. Personally i would advise something like:
- Steelseries Rival (My mouse of choice)
- Zowie FK2/1
- Razer Deathadder

Well it fully depends on how you play man. If you configure the game competitively with for example a good config and autoexec (Look up Liquid Adren on youtube) then you will get good fps in Competitive matchmaking. And when it comes down to smokes you won't get any lagg based on your cpu but possibly some because of your gpu. When it comes to practicing in deathmatches Which is 10+ Vs 10+ people you probably won't any lagg because of your good cpu, but possibly some because of your gpu. If you set your resolution to something lower than 1920x1080 your fps will even be higher. There is a alot to take in mind but with your build on competitive settings you will get good fps.

The blue dots and planes that you are reffering to are called Artifacts. Artifacting usually occurs when the GPU is overheating or overclocked too heavily.
What we should check first is whether or not your GPU is being automatically overclocked by some software utility. Check around in your PC for any overclocking 
software that is running. And also check your Catalyst software and check if there is any kind of GPU boosting or overclocking enabled there. If you find anything 
like this, disable it. This is what probably what is causing your issues. If this doesn't help:

Install this free program and monitor your GPU temparatures. The R9 290 naturally runs very hot, so this will usually result in a shorter lifespan for the GPU.
If the temps aren't that high then your GPU is probably dying of age. Follow the steps above and tell us if it worked. If not we might be able to help you .
