I got it solved!
So after running Fan Expert, my chassis/case fans were not reporting a speed and they stayed at max speed after the auto tuner. My CPU cooler on the other hand was normal.
 
I found it weird, so I looked at my fan hub and noticed that there was a single empty red colored fan header (I'm assuming this one tells the machine how fast a fan is spinning). I unplugged one of the case fans and plugged it into that specific fan header.
 
When I was installing these fans with the fan hubs, the instructions were very unclear and hard to follow.
 
I ran auto tuner one more time and it read my fan speed for my chassis fans and now, it's completely silent!
 
I guess my fans kept ramping up as my PC was not aware how fast the fans were spinning,

I’d suggest you figure out what cpu is in it. 

If you don't mind money the 2080 is a better buy since it'll have better support in the future with drivers and other things.
 
The used 1080 Ti is better value when cheaper but the 2080 is better in the sense that I explained above.

Mining 24/7 is fine. 99% of those cards are undervolted to maximize efficiency so they run cool, and because they're running at the same level always there's little temperature fluctuation. 

I'll most definitely upgrade my monitors later on. But as of right now, the PC upgrade is definitely where my priority is set.

This is definitely true. You got me there. Maybe it'll be a future proof (I know right) 1080p card ?
 
So unless you (op) plan on upgrading to 1440p or 4k, there are definitely cheaper options that are excellent for 1080p, even at 144hz.
 
Used 1070 (tis) are really great options, as well as the vega cards.
 
I personally think the 2080 and VII are way overpriced. But what can you do.. 

but you forget the essential: yes an 8700K and a 1080ti or a 2080 while amazing is WAY too much computer for 1080p resolution in modern games

Sell what you can, get a 2600(X) or 9600K (8700K if possible) and a 2080 like I just got from the link I just posted.
 
I just used reddit r/hardwareswap and literally sold my 2600X, X470, LC Vega 64, and a couple small things in like 3 days and now I have an 8700K, Z370 Gaming K6. And now I have an RTX 2080 on the way.. I tried the 1080 ti before the 2080 and just said fuck it and sold it.
 
You wont get as much as I did, but you'll get some so you can add it to the $1k and go from there. You could probably end up with something like an 8700K system. I got my 8700K and mobo for $430, and it's actually a decent motherboard, although I don't like it..
 
This dude just offered me his 2700X and X470 Strix for $350 (might still be available). There's some good deals, but they go quick.

Wait for Zen 2 and get one of those CPUs, and think about a GPU upgrade then. Most likely a 1080 Ti, since they're about $500 used. You should be able to sell your parts for a decent price also. You can keep the PSU, it's a nice high quality unit. All together, a GPU, CPU, MoBo, and 16GB of RAM would probably come out to $900-1000 and then subtract whatever you get for your old parts. That said, no point in buying such a high end GPU if you only have a 1080p or 1440p 60Hz monitor. A 980 Ti would be perfect for those resolutions.

I mean, I would upgrade my other components too..

I was just answering his question and throwing that deal out there for anyone else that may be interested.. I just went through a similar dilemma myself..

He need a better CPU and monitor to take advantage of such a GPU...doesn't make sense.
OP is using a core i5 and a 1080p monitor...

Zotac 2080 for $659 with 3 games. This actually makes it the same price as a used 1080 ti (a cheaper one, anyway). Good looking games, too. Take it from me, I just bought and sold my 1080 ti Aorus Xtreme within 2 days.

I just ordered one. If I didn't already have the 3 games AMD is offering I would have gotten the Radeon VII. I really wanted a VII, too..

i5-4690K will hold your framerates back a fair amount in some games so if you're not reaching your desired performance your CPU might be your issue because the GTX 980ti can easily achieve high framerates at 1080p...At 1080p with nicely tweaked high settings, ultra textures...some low cost anti-aliasing and you should be good to go...i had one for 1440p and it was doing amazing in BF1 for example, this was shot on the machine:

You could try to optimize and overclock your CPU and memory...but you need more threads than 4 for many modern games.
 
I had a 4770K 4.3ghz just a month ago now i got the 8700K because even overclocked 4c/8t will run hard in battlefield 5 multiplayer and modern ubisoft open world games (looking at you far cry 5 and AC)
 
If i was you...i would wait for next gen AMD Ryzen CPU's to launch which is in just a couple months i think.
Then upgrade your CPU/ram/board and sell what you have online.
 
Then sell the 980ti and buy a better GPU and a VR headset and maybe even a new 1440p 27'' high refresh rate monitor...

for 1080p 144hz the 2060 is likely enough unless u play on max. 2070 is just a terrible deal which is about 12% faster than the 2060. I think if u plan on sticking with the monitor, i'd go with the 2080 then save up some more and upgrade to zen 2 whenever you feel like it, since upgrading to a 2060 and the cpu atm would leave u with 2 meh parts. You could also go with the 2060 now and zen 2 later.

Use high frequency memory and lower settings to high preset then. My desktop (spec in signature) can do 75fps average and don't dip below 60.

then stay with the 4690k and build up the budget again. I didn't rule this out.

the 4790k will likely hold back both cards, but for 50dollars more on a new 2080, buying a 1080 ti would be ridiculous, the 2080 is actually a bit faster and on some newer games like apex/division 2 it blows the 1080 ti out of the water.
 
Assuming it's the same performance (which it isn't), a used card would be about 25% off, which would price the 1080 ti at about 525-550 at most regardless of what ebay prices are.

depends on the game but it is possible. Also check the prices, 4790k used can sometimes cost more than 8600k new, in that case there's no reason to stay on the old platform even though new platform requires new board and memory.

well i think it depends if ray tracing really takes off and is supported by devs. and if you care about it
1080ti and 2080/ti all perform in a relatively similar form.
 
i would go for the 1080ti personally since it absolutely performance proven and power efficient for what it it.
plus for less you can go for SLI and get great performence. (in game that support it)

Ignoring the expected lifespan factor, the 1080 Ti would be a better for things as they stand now.
 
Though if you like to keep up with the latest and greatest and thus, would want to have access to that technology in the future, then the 2080 would be better.

I wouldn't worry too much about the life of the cards as long as they were used properly and not mining 24/7 or something.
 
The 2080 is only worth it if you play games with raytracing and intend to use the feature
