    If you are ok with running a 2080 ti now with a R7 2700 you will be ok with a new card.
     
    I overclocked my 2080 ti so it would run at between 2085mhz and 2115mhz and ran a bunch of my AAA games at ultra. They all bottlenecked at 1440p. Lowing the settings would raise the frame rate but the bottleneck got larger. At 3440 X 1440 and 4k with the same settings I was GPU bound again. 
     
    I use 4k OLED TVs exclusively now so my CPUs are only an issue with older and modded games. The bottlenecks are over 130fps at ultra with my Intel 5ghz CPUs and that is perfect for 120hz.    
     
    As for power My 2080 tis have two 8 pin connectors so they use 150 + 150 + 75 the equals 375.  If I buy a card with three 8 pins It could use 525 watts.
    So only upgrade if the card you buy has more than two 8 pins.
    With my 2080 ti running at silly high overclock the max I used was 550 watts from the wall and that was only with AC:O. SOTTR used 100 watts less.

    at higher resolutions it shouldn't be bad, but wait for ampere to launch and check how it performs and how the 2700x holds up with a 3090.
    But honestly if you're just gaming, the 3090 is not worth it over the 3080, and the 3080 should be more than enough and the 3090 is not worth paying like.. 700 bucks but wait for them to actually come out and check their performance and decide if it's worth paying the extra or not.
    and the 2080ti is still a competent gpu.

    besides, you already have a 2080 Ti and an upgrade to the 3080 doesn't seem significant judging from the recent leaks, it's only 25% faster, hard to justify an upgrade like that and it seems so unnecessary if you're already satisfied with the performance of your current card since you're most of the time playing on a 1440P monitor.

    First, you don't need a 3090. You're mostly paying for a ridiculous amount of VRAM you don't need for gaming. Get a 3080, and save yourself $800. Second, a 3700X is mostly a side-grade from a 2700X. It's only 10% better perf in productivity and no meaningful difference in gaming. The 4700X (or whatever it might be called) might be a more meaningful upgrade, so I'd wait until Zen 3 drops. You're fine with a 2700X regardless, though.

    Depends on games and settings as well, not only resolutions.
    Generally speaking it will be sufficient. Even if you notice that it doesn't cut it, might want to wait for 4000 series Ryzen for more noticeable upgrade.

    First of all, as of right now, there is no benchmark, so we don't know for sure if you actually need to upgrade to a 3700X to prevent bottleneck. However, at that resolution games would be more GPU-bound so IMO you don't need to upgrade to a 3700X. Compound that by the fact that AMD is going to announce their new Zen 3 CPU in the 8th of October.

    a 27" 16:9 monitor is about 59.77x33.62cm*.
    So you're looking for a monitor, which width is about equal to your current monitor's height. Correct? Because that would be a 15.2" 16:9 monitor (which would be 33.65x18.93cm)*.
     
    Most 'normal' monitors coming in sizes from 20-22" and larger, while 15.6" (the closest 'normal' size compared to 15.2" is more common) is a lot less common in conventional monitors. 15.6" is more common in laptops and portable monitors. So maybe salvaging laptop screens and adding a driver board is the closest to what you want?
    Or maybe just another 27" is the best option, to just place it next to your current monitor (you would need some more space for it though).
     
    *Keep in mind these units are assuming there are no bezels on the monitors, just straight up math to figure out the screen size based on diagonal size + aspect ratio.

    I would rather have a good monitor now and a worse system as you won't really be using your system at even 20 percent until you get to around 1440p
    But still look at my parts list,you can get a decent monitor right now

    ALRIGHTY!!! Got it figured out. The second socket in the wall outlet has bad wiring. Tried to plug everything, 3 PCs, router and modem, into a single newly aquired surge protector and so far no issues at all. I checked my breakers and as it turns out they are nearly all 20a glass ones, so I guess YAY??
     
    Anyways, everything is running smoothly. Thank you all for the feedback.

    I don't think you need rewiring, as my house was built 1950s and I able to run 4 PC (1 Router/Sever/Main RIG/Second RIG) on one power outlet to a surge protector, it was pretty cheap like 30 dollars for 8 power slot and also running other smaller power such as access point/charging hub etc and it run with no problem. First i think better off getting better power strip, i would advise a surge protector as they are better built and see if that fixes your problem before rewiring your whole home.

    The corsair is nice but the other 2 are not that comfortable imho.
     
    I got the Cloud 2 and that is an awesome headset and fits nice over my big ears. It is not sweaty or painful after using it for more then 4 hours straight. (also not that expensive for what you get)

    Well you could get Gamescom 700 (whatever fits your budget, new or old )
     
    It has amazing microphone quality, sound card incorporated.

    Pretty good.

    Stick with it or a Cloud 2 or a real set of heaphones with external mic.

    @Oseth oh btw, i don't know where you are located but right now there's a Hifiman HE-350 drop on massdrop for $100. That'd be a great Sound improvement over everything else in that Price range Headset wise but you lose the mic.

    Here is the deal, been playing GTA V since release and to be honest every time I log in online or story mode I get lost there for hours. Sometimes I climb the tallest building and parachute down just to hear people curse at you and other times I try to see how long I can drive a motorcycle through traffic at max speed, both of those are to the bone satisfying. Oddly enough, GTA V has been the only game which made me want to play a round of golf again and again for fun not just to get an achievement and move on, that says something about the game because I hate golf. Overall, I've had a ton of fun and I will continue to do so over and over again until GTA VI.

    Now, I've never played Witcher 3 and I am a little bit scared to do so. The reason is because typically this type of a game has to be just right for me to enjoy. What do I mean by that you ask? Well, I mean the UI has to be pretty good with intuitive controls which I can use with ease and quickly so that I don't disturb my emergence. More often then not I become picky with games as such, I figured this out with Dragon Age when i refused to play it because the controls, IN MY OPINION, were a bit odd and made me kind of cringe every time I wanted to do something, otherwise the game was great. Witcher 3 looks amazing, to a point where I am afraid of ruining it's image by discovering that the weapon wheel is enable by a key which is at an odd angle on the keyboard and I remember it and focus on it to a degree which makes the game less enjoyable (again, all ifs and buts) because of it.

    So, in conclusion, GTA V isn't a risk, it is a well made game which I enjoy no matter what the control are like (although those loading screen sometimes make me want to stab someone). Witcher 3 on the other hand is this trophy of a game which I just cant fathom ruining by something as silly as bad controls or odd camera angles.
