Starting with Android R (Android 11), Google might package Android APIs (probably not all) inside an APEX module which can be distributed through the play store.

What does this mean? It means you will be able to update the API level of your phone without needing an entire system upgrade. That is to say, developers will be able to use new Android API features on older phones that still aren't running the latest OS.
