I was trying to download windows 8.1 OEM on my computer but the disk was scratched and now I cannot install windows. I tried to download the ISO file, but the OEM product key will not allow me to. What can I do?

So after I build my new PC I was installing Windows 8.1 OEM from the dvd on it. While it was installing the files I accidently hit the computer and the disk was scratched and the download stopped. The PC restarted and now it says no OS found. What can I do? Do I have to clear the hard drive? or Get a new Windows disk/usb?

The computer should not draw that much power, but it will depend on how efficient the PSU is. 200 watt is probably enough. -

Right now I plan on buying the CX 500m 500 watt modular PSU and want to know if that will be enough for the AMD Radeon 7870 from Sapphire. It is my first PC, if I do enjoy it (which I probably will) then I will custom build one. -
I have always wanted to get into PC gaming and I have finally decided to buy one. I know its not the greatest, but I feel it was good for the price and has some potential for upgrades.
