    I think I may have found a solution (at least for now)! I set a custom scale factor in windows display settings to 100%, and so far it has stayed there. Windows still thinks I'm using 2 displays though, but for all I know that could be normal. I'll mark this as solved in a couple of days if the problems don't come back.
     
    EDIT: Never mind, this only worked for Minecraft. Witcher 3 launches minimized now and refuses to maximize.
     
    EDIT 2: I rolled back the 3060's drivers in device manager, and Witcher now launches with no problems. I think I may have messed something up when I installed the drivers. I'll report back if anything changes.
     
    EDIT 3: I decided to do a fresh install of Windows to remove everything I'd done since getting the laptop. Games that utilize the dedicated graphics still rescale everything, but I think this might have something to do with how Hybrid Mode in Lenovo Vantage works. It's trying to balance the GPU usage to preserve battery life by switching between the dedicated and integrated graphics depending on what application is being run, but this means that the display settings are changed every time the dedicated graphics are used. I guess I should either disable Hybrid Mode, which seems to disable the integrated graphics, or contact Lenovo and ask if this is something that I can fix.

    Hmm.. I've had this issue before when trying to run RDR2 on my Dell XPS 9700 with 4k screen.. It has issues with it being a certain % window scaling.. Nothing helped. I locked the application from changing dpi scaling and it didn't help.. 
     
    But with you, it seems that integrated GPU and dedicated GPU see your display differently. Maybe you need to set the dedicated GPU to not rescale anything when it's active. I'm not familiar with these new systems, could just be a bug that is going to be fixed in near future.

    Temperature fluctuation is normal.
    I have 3600x with mentioned noctua NH-D15 SE-AM4 (I know overkill, but I had great deal). I have idle/low load temps between 30 - 45.
    Max load up to around 75 degrees. I was expecting better temps, tried to remount, repaste, but after same result I just got use to it.
    I think even smaller cooler would do great.

    i idle at low 40° with my 2700x and my 50$ cryorig H7 makes sure it never goes over 70° during gaming load (even battlefield with rtx and 1440p and ultra settings)

    This is actually fairly reasonable temps for the stock cooler.  Ryzen does idle considerably higher than most, and the temp spikes are the the cores boosting temporarily for whatever it is you're doing.  It's completely normal.  You can't compare idle temps to Intel, usually in the late 30's to 40's depending on where you live.  Even with a 360mm cooler I idle around 45c on my 3700x.

    I agree with people saying that you could get a better cooler, in my opinion a cooler from Noctua would be a fantastic option, its cool and its really quiet. I suggest the NH-D15 SE-AM4

    However if you still want to stick with the stock cooler for a while then I suggest that you go into your BIOS and look for a feature called AMD Cool'n'Quiet, It works by reducing the processor's clock rate and voltage when the processor is idle. The aim of this technology is to reduce overall power consumption and lower heat generation, allowing for slower (thus quieter) cooling fan operation.(Taken from Wikipedia) 
     
    Give it a shot and update us if it helped with the temps ;3

    Idle temp at 40C is decent with a stock cooler.
     
    The NH-D15 from Noctua as you mentioned earlier is one of the best aircooler on the market but it is quite big so check clearance for your RAM and if it will fit in your case. 
    I would probably look at NH-U12S as the sweet spot.

    Grab a 3700x
    2*8 gb 3200mhz/3600mhz kit of ram,you can always upgrade to 32GB later on
    Rm550x will be sufficient
    mothwrbord you chose is fine, if pricing is similar to older boards in Norway go with the newer one

    If I replace the 2x16 chips with 2x8 chips instead, I'll have enough money to buy a Corsair RM850x. Considering the fact that the PSU is 7 years old, I think this might be a better idea.

    X470 Taichi ultimate have a 10gb lan, it's their flagship so if it doesn't have 7 ports it's their fault. Well check your use of ram now and see if that 16gb is not enough if its not get 32gb. I mean you can get a pcie card that have 10gb lan and it will work just the same as X470 Taichi ultimate.
    I just remembered there is X370 C6H that have the same price as B450 Gaming pro carbon AC depending where you at.

    Given the use case, I would suggest going with an i5-8600 on a H370 motherboard. (The Asrock H370M Pro4 or H370 Pro4 would be my suggestion. But the Asus H370M-Plus would be fine.) Use the Cryorig H7 cpu cooler. My reasoning is that a quiet and stable system is more important than ultimate performance. 
     
    The i7-8700 would be a better choice if the budget allows.
     
    I would also suggest getting a larger ssd. Get the largest that will fit in the budget.
     
    There is no need to order additional thermal compound. CPU coolers come with pre-applied or a small tube of compound.
     
    Consider getting a smaller case. The Define C is a good choice. For the quietest build, get a non-windowed case.

    No need for RMA! I found out that my mouse didn't like the surface of my desk. So I just used the surface tuning in the software, and now it runs like a charm! I even tried to draw circles in paint, and it seems like the mouse follow the same pattern. I also have a hole in my desk because of rage (quite embarrassing...), so I just moved my mouse pad to the left which completely removed the weird spinning effect. It seems like it was only acting weird because of my stupidity and rage. Thanks for the help though

    Have been using a HDMI cable for half an hour or so now and nothing wrong have happened yet. No blue dots, no black screen and no yellow stripes. I can't have 144 hz on a HDMI cable, but it seems like it fixed it. Haven't tried BF3 yet, but I think that the problems i had with that game is just the driver because I don't think i had any problems with BF3 when i used the AMD card.

    Since i just joined this community and this is my first forum post i just want to say hi and thank you for building up such a great community! I have only been checking this forum for less than a week, but still i can see that this is a great community and i hope i will get a lot of use for it.
     
    Now to the real topic. I have been using a laptop (a ok one, but it's starting to get pretty bad) for 2-3 years now I have been thinking a lot about buying a new computer, but not a laptop this time. I have been getting some help from a friend of me that knows quite much about computers, but still i wanna be sure that it is good enough for me. He said that he may be upgrading the list later, but i will post the list that i have at the moment. Oh, and before i do that i should tell you that I'm going to buy the computer somewhere between Saturday and the week after. The reason of that is since i live in Norway there is some sort of celebration every young people to when they are 15 if they choose to do so. I don't know if it really is a English name for it since it is only a celebration in Norway.
