Got a lower end Samsung phone for like 250 and honestly it would have lasted me longer than 3 years hand j not dropped the thing on the pavement and cracked the screen. Worked for awhile with the broken screen but after about 6 months it's display started having serious issues so I had to get a new phone.

16 or 8x is minimal difference, maybe maybe 2-5 frames you realy can see.
i'm running two GPU's in 8x and i have two nvme's in raid 0..

Yes it would work fine, add a GPU like a 1660ti/ 2060 Super or even something used like a 1060 or 1070 if you can find one for cheap and it would be a decent little system for gaming and AutoCad. The recommended amount of Vram for AutoCad is 4GB so anything with 4 or more will work great for AutoCad and be good in gaming as well.

$500 is a pretty low budget, could do something like this, if they want a better GPU looking used would be a better option.

AutoCAD will run fine on any modern computer, so just aim for a gaming computer, nothing special to spec out for the CAD side.

Extra performance would mean faster read and writes for file transfers but that is mostly for content creators such as editors that need faster speeds. For gaming just get the cheapest one you can find, the difference will be a few seconds while loading maps or levels

Unfortunately, without the older CPU to update the board, it's not possible. This board does not feature a BIOS flashback feature which lets you update the BIOS without a CPU or RAM. As such, you need an older CPU from someone, to go back to the store to have them do it or to use the service offered by AMD. There's no workaround here, sorry.

Hello Ladies and Gentleman! Today I give you APEX, a Swiftech USA showcase build featuring sponsored parts from Teamgroup and Nanoxia.
This was a very difficult project for me, as I have never done any sort of graffiti or graf techniques. Fading and blending with rattle can was a totally new experience, and expensive at that!
When Swiftech asked if I would be interested in working with them, I was over the moon to mod a showcase for the company that I bought my first ever watercooling parts from so many years ago.

The problem is not people being on their phones, it is people recording the show and uploading it

I understand your point but you are a reasonable person that would either ignore the call or go outside to talk, some people, especially drunk ones usually just pick up their phone.
Other problem with kicking people out is that if you are serving food or drinks to somebody and you kick them out, that bill doesn't get paid, this makes club or venue managers not want to kick people out unless there is a mayor problem
One other thing, even if the venues are public, the event is not. You need a ticket to get in and whenever you buy a ticket for something you are agreeing to the terms set by the production agency.
