great idea, you can safely extract needed files with a linux live cd onto another drive. then you can nuke the infected drive.

No GPU with two 6pin PCIe connectors will draw 400W. What GPU is it?
 
Two crap PSUs do not make a good PSU.

X1 Extreme/P1 - Ryzen 4000 CPU, 16:10 display, MacBook-level speakers, and maybe be a little thicker for better cooling.

Any LCD 4K TV from Sony, Panasonic, Samsung or LG will do as long as it has reasonable response times. IPS is great for a monitor. Avoid OLED as they burn in.

By LED you mean LCD with LED backlight. OLED don't have backlight, the pixels are self-lit but OLED is prone to burn-in. LCD TVs do not do that.

I feel as though I should mention at this point that there are Raspberry Pi 4 kits with the 4GB model, a case, a power supply, a mini-HDMI adapter and a microSD with noobs preloaded for around $100. A cheap wireless keyboard/mouse combo is around $20. I mean, if you're looking for the cheapest 4K iGPU experience possible, that's it.

Indeed, which is why when you combo an 3470 with a 1030 ( I would pair it with a 1060 for about $200USD) you can get a pretty capable machine on the cheap, far less than Skylake is going to cost you.

Meh Sandy bridge is enough to handle 4K on Youtube, (when paired with a decent gpu) I know I used my 2500 / 1050 system to take on GN 4K60FPS 2x speed all the time.

I have a system with a 9 year old 2600K (sandy bridge) and youtube 1080p playback is buttery smooth.

At like 4k maybe but anything casual like watching a 1080 video

nope. no such thing as good surround sound on headphones, let alone wireless. Best buy would be decent open-back stereo headphones with good imaging. There are lots of options depending on budget.

Why would you want to do that? AFAIK the video encoder part of the gpu is separate from the parts needed for gaming, so there shouldn't be any performance penalty for streaming/recording? So what are you trying to achieve here exactly by using 2 cards?

I wouldn't recommend going wireless.

IMO should be fine. These Noctuas are not some crazy industrial fans that can spin 10k RPM.

You should totally disregard Backblaze's "reliability" statistics. 
 
They are completely invalid and cannot be relied upon. If you trust those statistics, just don't buy from any HDD manufacturers because they all have completely unacceptable failure rates in their reports. 
 
Their data means nothing for measuring the actual reliability of the drives. Among many issues, they shuck the cheapest drives they can find and shove them in datacentre environments, then report that as reliability statistics. 
 
I'm glad they actually release their data, but really wish they, and others, would stop portraying it as meaningful for consumers in any way. 
 
I've made some really long posts in the past of why their data should be pretty much entirely disregarded/ If you search my username with Backblaze you'll probably come across some. 
 
 
EDIT: Seagate have had some shocking models in the past. Most notably a 3TB and 1.5TB model a few years back, but that issue has long since been resolved. Pretty much all of Seagate's bad rep comes from Backblaze's "reliability" reports from a specific year when they used a ton of the problematic Seagate desktop drives in their datacentres. Bear in mind, in the same report, WD have something like a 10% failure rate, which would be completely unacceptable, and even the 3% or so failure rate from HGST would have long put the company out of business or given them a bad rep if it were even remotely accurate. 

nice, would be even better if it was dual fan card.
