I'd do $150 for the CPU/Mobo.
Edit: I upped it from $100. The 6700 is being Ebayed for $170-$200, so I halved that to $100 and added $50 for the motherboard.

Seeing as the chips rivals an Ryzen 5 1500X/2400G, I think second hand the price of that chip would be about 100 USD max, but maybe even a bit less with Ryzen 3000 coming up.

Out of curiousity I set it to run a 60hz.
Then it suddenly slows down the windows animations and videos.

If you go to 'Device Manager' and then 'Disk Drives' it should have then listen there, and one should be called 'KINGSTON' followed by some numbers or something, that's what model it is.

Well because you've got your games on a separate drive, I'd be led to believe that could also be the problem, but it does sound like it's your OS' drive as that would also have an effect on your games. I think, if it's that much of a hindrance to your machine, you might be best off saving all of your documents (to a cloud or USB or something) and resetting your PC fully. And then reinstalling all of your stuff. I know this is a hassle, but if the problem is still there after doing this, it kinda finds the solution to your problem, which would probably be to load your OS onto a different drive, or buy a new drive as well. In addition to what the above person said, I think you should focus on a CPU before GPU, but if you had your heart set on a 2060 down the line, I think maybe a Ryzen 5 2600 may be a good route. I dunno where you're from but it's only like £130 in the UK.

If it's for your grandparents I highly recommend NOT building a custom PC for them unless you want to handle all of the support and be on-call 7 days a week. Go pick up a cheap pre-built and call it a day, maybe even look at a $300 Intel NUC which will probably be overkill for them (check out my daily driver in my signature, I highly doubt they're doing half of the work I do on mine and my Celeron has plenty of power).

You need to enable QoS to actually fix the problem - which is that his PC is using too much of your bandwidth.
QoS = Quality of Service - and is a term used to describe how we can manipulate the network in such a way as to cause a desired outcome. In this case, the desired outcome is for both of you to be able to use the Internet to some beneficial degree.
Ideally, you'd use QoS to simply limit all users to an equal amount (For example, if there's just two of you, then limit both of your computers to 15 Mbps each). If your router has more advanced QoS features, you might even be able to configure "boost" modes, where if he's not using his computer at all, it'll allow you to take the entire 30 Mbps (at least, until he logs back in, in which case, you'd both drop back down to 15 Mbps each).
Simply blocking him is not a solution. What are you going to do once he starts bitching that he has no internet?

Going to 32GB would offer some improvement. In the general case, more memory offers a better performance improvement than higher speed memory. Unless one is into content creation or other memory intensive work, the real world benefit of 32GB over 16GB would be marginal.
