Hey there, i had the same problem not too long ago, the game had those stuttering, and they were not as smooth as a youtube video that has consistent fame times. i found a solution, the higher the frame rate the smaller the frame time so they come more consistently, but if your game can't reach too much over 60 fps then those stuttering occur, the solution is frame limiting(not v sync or other type of sync that's different) as strange as it might sound, limiting the frames keep the frame time consistent, but its not always work with some software, so apparently when you frame limit with rivatuner(comes with msi afterburner) it overwrites something in the program and the frame time is consistent, since i started to use it all of the stuttering are gone! I have a 60 hz screen, so limiting games to 60 works for me, even if i can run a game in a higher fps, we can't see more then the refresh rate of the screen anyway. so download rivatuner and add a game with the + sign and limit it to your refresh rate and you can also monitor it with msi after burner, for 60 fps it should be 16.6 ms constantly. i had also a problem with assassin's creed 2 it didn't work it was still stuttering, after a research i learned that the current drivers had a problem(i have 970 so it's mot a power problem) in the end i used my other hdd with windows 7 and installed the oldest drivers i found from 2015 and the problem disappeared(i had the problem with both windows 10 and 7 at first) so if you have a problem in a specific game it might be it. i hope it helps
