Just set up the DNS on your router. That top option is worded to make me assume it should use whatever is set by the router.
If you really want to get fancy setup pi-hole ( https://pi-hole.net/ ) on a device and have your router point to that as your DNS server.

You're looking for something like this.
As that mobo does not have the onboard header.
Look towards whatever hobbyist electronic vendors you have in your locale.
Alternatively, you could get a more modern motherboard that would have the 3.1 gen 2 header as well as the standard 3.0 headers.

I have an LG CX 55" to use with my PS5 and I wholeheartedly recommend LG's OLEDs if it fits your budget.

You will be fine running two separate 6+2 cables from your PSU.
Just run two cables, you can disregard the part of the cable dangling off.

Nowadays most would recommend running two separate cables from PSU to GPU if possible.

I would personally go with the HP with the RTX 3070 in it.
Don't forget to look at the other specs as well, RAM, storage, display tech, etc.. as well as if the laptop has the proper I/O for your workflow.

Which software are you using?
About two years ago I was starting to have issues with mine, I was still using Logitech Gaming Software at the time.
Switching over to GHUB corrected some of the issues I was having.
Though it may be age related as well as Poinkachu stated.

Just have them backup any critical data beforehand.

It appears that the RAM may not be fully seated properly as well.
Make sure the RAM is pushed in all the way and the clips snap into place.
