Here's an image; haven't put in a video card, power supply is only connected to the 24 pin and the 8 pin as well as the 4 pin on the top left. I also haven't finished putting in some of the case cables to the motherboard cables.

OMG DUDE I JUST TOOK OUT ONE RAM STICK AND TRIED PRESSING THE START BUTTON (which did absolutely nothing I think) AND THEN I PRESSED THE ON BUTTON ON THE CASE AND IT'S WORKING

Keep the 7600X, or drop to the 7600 but still  stay AM5.  Only go AM4 if you're dropping in a 5800x3d on a current AM4 system.
 
Lost that cooler.  You don't need a top end air cooler for a 7600X when the Peerless Assassin is damn near as good for less than half.
 
There's your savings.
 
For $520, look at current deals on the 6900XT or 6950XT, they'll outperform the 7800XT.
 
Edit: I missed the Microcenter note.  So the $399 bundle for the 7700X is where I would go.

This is the information I was looking for the most. There is no productivity involved just gaming. Still kind of puts me on the fence but it is an upgrade so I still have to think about it. 
 
might try and find a 27” in around the same price if I can.

It is DDR4 and it would be nice to have since recently I've been seeing spikes of 90-95% ram usage when playing games, streaming, and keeping all the tabs open on Chrome that I refuse to close.
 
Luckily that part of my sig is up to date. xD I haven't had problems with this system with RAM but I did on my older system that had DDR3 where I bought the same kit twice but it gave me so many issues I had to take one of the kits out so I'll probably just buy a new kit and go for some RGB this time as well.

So it would be safer to just buy a brand new kit?

Do you plan on just using this PC for gaming?
 
If so both chips are going to perform just fine in gaming. Depending on the game will depend on which chip is better but the i3 is about 2% better in most games. 
 
However if you plan on doing anything that is very multicore or multithreaded intensive the Ryzen 5 will dominate the i3. Running Discord in the background won't really affect performance or use any additional power from the chip so that really wouldn't be a concern with either chip.
 
For gaming though its really your choice. I would base the decision on which one ends up being least expensive for you in your region for the CPU, Mobo, and RAM combo. 

Personally I would go with Noctua fans just because of the silence. Especially for a HTPC, you wouldn't really want noise from fans being loud an obnoxious when trying to enjoy some sweet precious multimedia. They are pricey but when it comes to how quiet they are and their longevity it's totally worth it. 
 
The cooler you chose is definitely the best you can get int hat class so I wouldn't change that. As for your "stupid question" I would try and exhaust as much heat out as you can since it's an HTPC case. You don't want that heat just sitting in the case causing other components to heat up and get hotter than they should. 
 
Curious though, why a Z790 chipset? Do you plan on overclocking? Depending on what CPU you go with I don't see you having much headroom for overclocking in such a small case with a low profile cooler, especially if you were to choose an i7 or i9 as the CPU. 

I mean idk how much of a dead platform AM4 is compared to intels new platform when we all know you can expect one more gen of cpus on the new Intel motherboards and even then now you are stuck with a b660 motherboard which sorta handicaps any higher end cpu that you would potentially want to put in the board later making it being a new platform not very useful. 

Yes, you need to find the exact same memory stick that you are using now. Even getting a different timing could give you stability issues with your system.

Okay, to make this simple since people on here don't seem to know anything about console stuff.... How sad.... You guys really let the pcmasterrace thing go to your head way to much.
 
Any Bluetooth adapter will work on your system with an Xbox One Controller as long as it's the newest model of Xbone controller and you are using the last Win 10 update. OR You have the option of buying the wireless adapter from Microsoft that they provide which I would recommend because the Bluetooth thing doesn't work well IMO. Other people may think different but having the Xbone controller connected through USB (I'm a wired elitist so this is always my preferred option) or the Microsoft Wireless device are the best options until they work out their Bluetooth issues. 

Wow what a helpful response lol. The 9990XE is slower in multithreaded tasks and also costs 3X the price and runs at about 94C and consumes 400W+

My budget will be around $2500-2800 possibly more. I’m going to spend what I need to spend to be happy. 
 
Yeah I’m redoing the whole system. Even the PSU and storage to, I’m going to give my PSU and storage to my fiancé so she doesn’t have to spend as much money on a system. 
 
Not a fan of GPU encoding so I’m trying to get the best performance with CPU encoding while gaming. 
What research? Also, I’m not going to spending that much on a CPU. I have no need for a CPU of that tier anyway. I’m just going to be gaming for myself mostly and when streaming it’ll just be to some friends. That’s why I said 2700x and 9700k. If you have information on those then say it but don’t give me useless information on CPUs I’m not even considering. Thank you.

why is there no RAM? Did you take it out or was there no RAM to begin with? (would explain why it wasn't working)
 
there is a harddrive, you can barely see it sticking out on the right side of picture and that motherboard uses an AMD apu so it has integrated graphics.
