I would give my brother an ultrawide monitor. He is using a few cheap monitors and this one could clear up some room. http://smile.amazon.com/AOC-Q2963PM-29-inch-IPS-Resolution/dp/B00BLZAYHC/ref=sr_1_4?s=pc&ie=UTF8&qid=1449787959&sr=1-4&keywords=ultrawide&refinements=p_36%3A-30000

I think if they keep it under $50 it will do extremely well. Considering it works as a fitness band thing ,which on their own cost more, and it has all the extra functionality. It's way more reasonable than a $300 galaxy gear for the average user and it does all I would need it to. I'm super excited for more information.

why wouldn't you get an Asus or LG or NEC for that price?

How about this? HTPC: http://pcpartpicker.com/p/2zKwk Gaming: http://pcpartpicker.com/p/2zKqA

This is as good as your going to get. Don't put an 8320/8350 on matx. If you really want matx you have to either go with the apu option, get a 6300/6350 or raise the budget and get an i5.
