    I can speak that at least at Comcast if any changes are made on an account 3 different checks are required and if it has to do with changes to phones/numbers a special PIN number is required on top of that before changes are allowed. Not following those rules will get you fired and Comcast a large FCC fine. For obvious reasons this means Comcast doesn't take screw ups in this area lightly. Some people will just be dumb and not follow procedure though. Its not rocket scientists that service providers are hiring for lower level support.

    You seem to have not read my posts before replying immaturely. If you read it, you'll see I did not purchase one GPU. I purchased like 8-10 of them, and they were ALL fine. Even with overclocking every single one of them afterwards. You have 4,400 posts here. I'm contributing to the discussion with facts and first hand experience, and your response is that? Be a positive member of the community.

    odd, the 7400m seems to be like a ghost on the internet, can't even find specs on it. I found this
     
    "The Radeon 7200 includes 64MB SDR RAM running at 166MHz and the core runs at 166MHz. The Radeon 7500 includes DVI out, 64 MB DDR RAM running at 230MHz (460MHz effective), and a core running at 290MHz. The Radeon 7500 should be twice as fast as the 7200."
     
    odds are you have either the "slow" one or the "fast one". If you have the faster gpu, go for the drivers for the 7500. If you have the slower one, go for the drivers for the 7200. maybe a program like GPU-Z can tell you the specs you need to know. Chances are the 7400m is just a 7200 or 7500 with a different clockrate. Probably not unique silicon so if you figured that out and the drivers install it would likely work.
     
    As far as a CPU goes, no, it has no drivers. You don't update its drivers like a GPU. If anything, you would update your motherboards chipset drivers, or your operating system. You might be able to find integrated graphics drivers for your CPU, but you have the 7400m which would override the integrated graphics.

    You are right, it isn't rocket science. You are doing something wrong. Simply rebooting will not change anything. You can't just reboot without changing anything and expect to get a different result. What do you mean "the fan started throttling" so you set it back? Your fans have got nothing to do with the RAM nor will they throttle as a reaction to your ram speed. Like I said, you should be looking in your overclock settings to find a setting that gives you control of things like CPU/RAM speed and voltage. As for EasyTune, its hot garbage at least when I used it when I had a 5820k, you shouldn't be using that.

    I'm not a fanboy but I do have 3 new AMD rigs as listed in my sig and I got in at launch of first gen Ryzen I went through the memory issues early on but all are rock solid and I would and will recommend a Ryzen build to anyone I have no beef with Intel with the exception that they have ripped off there base by overpricing because they could now the tables are turning and they have yet to convince me that they are willing to compete for my money

    That's a GDDR6 module placeholder that's empty on all 2080 Ti's... only the RTX TITAN uses it.

    Well AMD doesn't make the motherboards, the respective manufacturer does, and they are also responsible for their own mobo BIOS which is what you're having trouble with. In my motherboard it defaulted to 2133mhz but it took me seconds to manually increase my RAM speed to 3400 with matching voltage and thats what i've run for months. Your motherboard might need an overclock setting toggled on to let you manually set the RAM speed, which is why its grayed out. Hate AMD if you want but i think you're overreacting a bit.

    A custom loop is an option, but be prepared for a high level of diminishing returns on cooling potential. It's not unheard of for a custom loop to carry a sticker shock of $500-600.

    Was this change sudden, or has it been a thing that's changing slowly over time? see if you can feel any vibration (or hear any pump noise) coming from your block. The 360ex has a clear tube coming out of the block for water transfer, correct? see if you're able to identify any movement in that tube, things such as air bubbles. My primary concern is that you're running low on coolant, especially if you've been running the 360ex for five years.

    What you are describing is a CPU bottleneck. If the CPU is always pinned at 100% trying to keep up with your 1080, it will also get pretty hot depending on your cooling solution. A way to try and reduce this bottleneck (which might cause stuttering in games) would be to overclock it. You could also limit your frame rate by using an in-game frame rate limiter or VSYNC, this way your GPU doesn't work as hard by rendering the game at like 200FPS which puts a high load on the CPU. Also, if the CPU is getting really hot because of summer, it might even not be boosting to as high a clock rate because of the high temps and this would exaggerate the CPU bottleneck even more. So on second thought maybe don't overclock as you seem to already be at the limits of your cooling solution. If your CPU is always running that hot, then the best short term solution might be a better cooler. Its certainly not healthy for the CPU to be so hot all the time.

    But like @WereCat said, RX 570, R9 290/390 or RX 470/480 are all stellar options and will give you a massive boost over your old R7 250. On a low budget I HIGHLY recommend looking at the used market, as you can basically find deals for half the new price.
     
    So get a new GPU, then upgrade CPU and motherboard when you have more cash

    Your motherboard is not old if its for a 7700k. For a liquid cooler, a h100i would be plenty to cool it. And as said, you can't SLI 1060s unless you were wanting to upgrade your GPU setup too, and 64-128GB of RAM is probably WAY overkill for anything you could possibly be doing with a 7700k. Even 32GB would probably be overkill.

    Assuming you're at hdmi 1.3 or newer, the other limitation is likely to be your driver. Laptop manufacturers weren't exactly stellar when it came to providing updates, and the reference mobile driver seldom worked.
     
    Is there a reason to want to use 4K, even at the pretty brutal refresh rate sacrifice? Almost certain you're not gaming on this thing at 4K. Further, the Radeon 5450 won't accelerate even h.264 4K video, let alone newer standards, and even a quad core Lynnfield i7 is unlikely to have enough power to decode 4k content either, nevermind the dual core Arrandale i5.
     
    Should see if you could swing 2560 x 1440 if you really need the resolution. The HDMI version should properly support it at 60 hz, and is common enough that even an old driver may support it.

    Your motherboard parameters are odd.
     
    SLI?  You can't SLI GTX1060's.
     
    64 - 128 GB of RAM?  No mainstream board for the 7700K can support 128GB.  Why do you even need that with such a weak system (relatively compared to needing 128GB RAM).  If you need 128GB of RAM, you need a lot more than a 7700k and a 1060 3GB.
     
    Just grab a decent Z270 board and OC the 7700K and enjoy life.

    Above is a de-lidded CPU (IHS removed). The shiny mirror like surface, is the actual CPU die, and is what is made of silicon. This is mounted on a PCB which is the green part around this die (and has other smaller components on it).
